Oil near $94 on heels of US consumer data

BANGKOK (AP) ? The price of oil rose slightly Friday after data showed U.S. consumer spending on the rise, a sign of confidence in prospects for the world's biggest economy.

Benchmark crude for July delivery was up 15 cents to $93.76 per barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. The contract rose 48 cents to close at $93.61 per barrel on Friday.

The U.S. economy grew at a modest 2.4 percent annual rate from January through March, slightly slower than initially estimated. But consumer spending was stronger than first thought, roaring ahead at a 3.4 percent annual rate. That's the fastest spending growth in more than two years and even stronger than the 3.2 percent rate estimated last month.

Caroline Bain, commodities analyst at the Economist Intelligence Unit, said in a commentary that "the modest upward revision to already-strong private consumption should be a positive for the oil price as it suggests buoyant consumer demand."

Meanwhile, the U.S. Energy Department's Energy Information Administration said the nation's supply of oil rose last week by 3 million barrels to 397.6 million barrels, the highest level since the government started collecting the data in 1978. Separately, the American Petroleum Institute said crude oil stocks rose by 4.4 million barrels to 395.1 million barrels.

Brent crude, a benchmark for many international oil varieties, was up 4 cents to $102.23 a barrel on the ICE Futures exchange in London.

In other energy futures trading on the New York Mercantile Exchange:

? Wholesale gasoline rose 0.7 cents to $2.815 a gallon.

? Heating oil was little changed at $2.844 per gallon.

? Natural gas shed 1.1 cents to $4.012 per 1,000 cubic feet.

Atheer Labs unveils 3D augmented reality mobile platform and a natural human UI

With the advent of Google Glass and the continued development of platforms like the Epson Moverio and Vuzix Smart Glasses, head-mounted wearables are getting a lot of attention these days. Atheer Labs is a small company looking to catch that wave of interest with a new set of intelligent spectacles and a novel way for folks to interact with them. What you see above is company founder Sleiman Itani wearing Atheer's prototype device that delivers 3D augmented reality and implements what the company calls a "natural human interface."

The hardware is still very much in the prototype stage, and the unit we saw was clearly a hand-built affair. It packs a pair of displays, a rechargeable battery, WiFi, Bluetooth 4.0, plus an accelerometer, gyro and an IR camera into it's relatively bulky frame -- so it's not not exactly a form factor ready for retail shelves. However, because of that bulk, it can function as a standalone device (it runs an an open source OS that runs Android apps), though it also has the ability to offload some processing to a smartphone.

The importance of being banked for getting health insurance ...

BankedWhile having money in the bank is always a prescription for feeling well, having a bank account is a precursor to getting health insurance under the Affordable Care Act. That fact could prevent millions of people who are eligible for health insurance premium subsidies under health reform from enrolling in a health plan.

The issue of banking the un-banked in health is a little talked-about detail that, if overlooked, will scuttle the best-laid plans for health reform. That?s because if people enroll in health insurance, their monthly premiums will need to be debited from a bank account. So, without a bank account, the newly-enrolled ?in a health plan won?t be able to pay ongoing premiums.

Think about it this way: workers who receive their health insurance through their employer have their monthly plan premiums deducted from their paychecks. In this way, the employer?s accounts payables function is playing the role of medical banker.

For people who obtain health insurance through a health insurance exchange under health reform, premium payments are expected to be paid through personal bank accounts.

Thus, 1 in 4 Americans who is eligible for a premium subsidy under the Affordable Care Act (ACA) could be unable to access health insurance because they are ?un-banked,? without a checking account, according to a Jackson Hewitt survey published in May 2013.

In Uninsured + Unbanked = Unenrolled, Jackson Hewitt, the tax services company, details the conundrum: insurance companies can require customers to pay premiums automatically through checking accounts. This lowers administrative costs ? which analysts agree is a good thing to do. But the unintended consequence would be that for the 8 million+ uninsured Americans eligible for tax credits under the ACA, insurance remains elusive.

Most of the un-banked consumers live in 11 of the 12 states where Health Insurance Marketplaces (Exchanges, HIXs) will be operated by the Federal government. In Illinois, Jackson Hewitt found that over 1 in 3 uninsured residents probably doesn?t have a checking account. The two most populous HIX?s, California and New York, have the second and third lowest un-banked rates in the U.S. among uninsured people living with incomes 100% to 400% of the Federal Poverty Level.

African-Americans and Hispanic Americans are especially impacted by this situation: they are 43% more likely to be un-banked than white Americans. Statistically, 1 in 3 African-Americans and Hispanic Americans is un-banked. This equates to 5 million of the 8.5 million total people uninsured and un-banked in America eligible for ACA premium credits.

Health Populi?s Hot Points: ?There are some 50 million people in the U.S. without bank accounts according to the RAND Corporation?s 2012 findings on the un-banked in America. But just because folks don?t have bank accounts doesn?t mean they don?t transact personal finance using other tools. Jackson Hewitt calls out prepaid debit cards as one way un-banked consumers make electronic payments, a growing M.O. for people who don?t have traditional checking accounts. The Federal government issues such cards to beneficiaries in Veterans Administration and Social Security programs, and State recipients of benefits also use these cards.

But Federal rules, Jackson Hewitt points out, allow insurance companies to reject debit card payments: the specific legal issue is in the ACA at ? 1412(c), as amended; 77?Fed. Reg. 18310, 18471 (March 27, 2012) (to be codified at 45 CFR ? 156.270); id.?at 18463 (March 27, 2012) (to be codified at 45 CFR ? 155.430).

There is language in a letter from the Department of Health and Human Services to insurers from April 5, 2013?stating that insurers must accept payments in ways that are ?non-discriminatory,? but since the publication of that letter, Jackson Hewitt found no further clarification on using debit card payments.

The Federal government has the opportunity to fix this oversight, allowing for other types of consumer payment mechanisms beyond checking accounts to include, at a minimum, debit cards.

Real Simple published a helpful article on the merits of checking accounts versus prepaid cards here. They argue that consumers can find ?free? checking accounts without fees, discoverable at sites like Bankrate.com. But in 2013, these are few and far between as banks nickel-and-dime consumers on fees.

Still, the un-banked need better financial options, as discussed in the Center for American Progress discussion on the unbanked.?The use prepaid cards has reached 27% of the un-banked who used to have traditional bank accounts. Prepaid cards aren?t a panacea but are the chosen financial vehicle for millions of people in America who, for various reasons ? financial, trust, and logistical ? choose to use them. They need stronger consumer protections and industry standards.

Rising home and stock prices boost US confidence

WASHINGTON (AP) ? Americans are more confident in the U.S. economy than at any point in the past five years, thanks to surging home values, a brighter job market and record-setting stock prices.

Stock averages on Tuesday extended the year's explosive rally.

Further gains in consumer confidence could help the economy withstand the effects of higher taxes and federal spending cuts that kicked in this year. Spending by consumers drives about 70 percent of economic growth.

Consumer confidence jumped in May to 76.2, the Conference Board, a private research group, said Tuesday. That was up from a reading of 69 in April and is the highest level of confidence since February 2008, two months after the Great Recession officially began.

A separate report Tuesday showed that U.S. home prices jumped 11 percent in March compared with a year ago, the sharpest 12-month increase since April 2006. Prices rose year over year in all 20 cities in the Standard & Poor's/Case Shiller home price index.

The reports helped fuel a rally on Wall Street. Traders were also encouraged by gains in overseas markets, especially in Japan and Europe.

The Dow Jones industrial average was up about 112 points in late-afternoon trading. Broader stock indexes also rose. The Dow has rocketed 18 percent this year.

Surging stock prices and steady home-price increases have allowed Americans to regain the $16 trillion in wealth they lost to the Great Recession. Higher wealth tends to embolden people to spend more. Some economists have said the increase in home prices alone could boost consumer spending enough to offset a Social Security tax increase that's reduced paychecks for most Americans this year.

Thomas Feltmate, an economist with TD Economics, says cheaper gas has also helped consumers shrug off the higher Social Security tax.

And the Conference Board survey said consumers are also more optimistic about the next six months. That should translate into greater consumer spending, substantial growth in hiring and faster economic growth in the second half of 2013, Feltmate said.

Michael Quintos, head of a Chicago advertising agency that helps small businesses market through social media, sees more optimism at work and among friends and relatives.

"A year ago, I had more friends asking me if I knew anybody who was hiring," says Quintos, 44. "Now, I have more people who are hiring asking me if I know anyone looking for a job."

At work, Quintos is finding it easier to land customers. In the past couple of months, businesses that have asked about his services have been more likely to follow through and hire him. A year ago, most were wary.

"I've had more work than I can handle," Quintos says. As a result, his firm hired a web designer last week.

The Conference Board found that optimism is growing mostly among higher-income earners. For Americans earning $50,000 or more, the confidence index jumped to 95.1 from 85.3. Among most other income groups, confidence either rose more slowly or fell.

Economists said that disparity points to the rapid gain in stock prices, which mostly benefits wealthier Americans.

Still spending and economic growth could benefit. Scott Brown, chief economist at Raymond James, notes that the top 20 percent of U.S. earners account for about half of all spending.

The economy has added an average of 208,000 jobs a month since November. That's well above the monthly average of 138,000 during the previous six months. The job growth has helped reduce the unemployment rate to a four-year low of 7.5 percent.

Some of the decline in unemployment is due to fewer people looking for work. The government counts people as unemployed only if they're actively searching for a job.

The economy grew at an annual rate of 2.5 percent in the January-March quarter, up from a rate of just 0.4 percent in the October-December quarter. The fastest expansion in consumer spending in more than two years drove the economy's growth.

Many economists think growth is slowing slightly in the April-June quarter to an annual rate between 2 percent and 2.5 percent. But many analysts say growth should strengthen in the second half of this year, boosted by the gains in housing and employment.

A key reason the Case Shiller index of home prices jumped in March was that a growing number of buyers were bidding on a tight supply of homes.

Prices rose in Phoenix by 22.5 percent over the past 12 months, the biggest gain among cities. It was followed by San Francisco (22.2 percent) and Las Vegas (20.6 percent).

"Rising home prices may begin to alleviate a lack of housing inventory ... by encouraging more homeowners to put their properties on the market," Maninder Sibia, an economist with Economic Advisory Service, said in a research note. "The housing market is clearly improving."

Builders are responding to the supply shortage by ramping up construction. Applications for building permits rose in April to the highest level in nearly five years. The supply of available homes jumped in April but was still 14 percent below its level a year earlier.

Stan Humphries, chief economist at Zillow, a real estate data provider, says the increase in the Case-Shiller index has been skewed higher by cities such as Phoenix and San Francisco. Fewer homes are available in those areas because many homeowners still owe more on their mortgages than their homes are worth. That makes it difficult to sell.

Yet even excluding those markets, prices are rising steadily nationwide, Humphries said. The increases are "certainly confirmation that the housing market is experiencing a brisk recovery," he adds.

Rising prices typically encourage more would-be buyers to purchase homes before prices rise further. They also enable more homeowners to sell homes by reducing the number of people who owe more on their mortgages than the homes are worth.

Prices have been rising steadily since last summer. Still, they're about 29 percent below the peak reached in July 2006.

Banks have raised their credit standards since the housing bubble burst and are demanding larger down payments. That's made it hard for some potential first-time buyers to get a mortgage.

One potential obstacle to further economic gains is that workers' pay is rising only modestly. Without faster growth in pay, some consumers may be reluctant to keep spending more.

"If you don't think your income is going up, you will not be exuberant in your spending," notes Joel Naroff, chief economist at Naroff Economic Advisors.

Stronger hiring, though, would enable more people to spend freely. Naroff expects the pace of job creation to average between 175,000 and 200,000 a month for the rest of the year.

At that rate, the Federal Reserve might be inclined to slow its aggressive bond purchases ? $85 billion a month in Treasury and mortgage bonds. The bond purchases have been intended to drive down long-term loan rates to encourage borrowing and spending.

Super-low rates have also helped fuel the stock rally. Still, some investors have grown nervous that that Fed may soon start to curtail its pace of bond purchases and that rates could creep up.

(AP) ? For the second time this year, a fire at sea has aborted a cruise ship. This time, aboard Royal Caribbean's Grandeur of the Seas and the ship's 2,200 passengers were expected back in Baltimore on Tuesday after being flown on charter flights from the Bahamas.

The fire that began at 2:50 a.m. Monday was extinguished about two hours later with no injuries reported. A cause wasn't immediately known but the U.S. Coast Guard and the National Transportation Safety Board planned to investigate.

The ship, which left Baltimore on Friday for a seven-night cruise, was headed originally to CocoCay, Bahamas. Royal Caribbean said the ship never lost power and was able to sail into port in Freeport, Bahamas, Monday afternoon. The ship launched in 1996 and was refurbished last year.

Royal Caribbean said on its website and through social media that executives met with passengers in port and that the cruise line was arranging flights for all 2,224 guests. Also, passengers will get a full refund of their fare and a certificate for a future cruise.

Aboard ship, the captain announced that passengers needed to go to their muster stations, said passenger Mark J. Ormesher in an email to The Associated Press. Immediately after, his room attendant knocked on the door and told him and his girlfriend to grab their flotation devices. The attendant said it wasn't a drill.

Ormesher, a native of England, who lives in Manassas, Va., said he and his girlfriend smelled acrid smoke as they went to their muster station, the ship's casino. The crew quickly provided instruction.

"This encouraged calm amongst the passengers," he said. Passengers were required to remain at their stations for four hours, he said, and the captain "provided us as much information as we needed to stay safe."

Ormesher, who is 25 and on his first cruise, said the air conditioner had been shut off, and as the hours passed and the ship got hot, bottled water was distributed. The crew and passengers remained calm, and helped those who needed it. Crying babies were given formula and held while their parents used the bathrooms.

Photos show a substantial area of the stern burned on several decks of the ship the length of about three football fields.

Royal Caribbean said all guests and 796 crew were safe and accounted for. Royal Caribbean spokeswoman Cynthia Martinez said in an email that the company was arranging 11 different charter flights.

The company in a statement on its website said it is "deeply sorry for this unexpected development in our guests' vacation. We understand that this may have been a very stressful time for them. We appreciate their patience and cooperation in dealing with this unfortunate situation."

Carnival Corp. also had trouble with fire aboard ship earlier this year.

The 900-foot Triumph was disabled during a February cruise by an engine room fire in the Gulf of Mexico, leaving thousands of passengers to endure cold food, unsanitary conditions and power outages while the ship was towed to Mobile, Ala. It remained there for repairs until early May when it headed back to sea under its own power.

On the Royal Caribbean ship, after passengers were allowed to leave their stations, Ormesher said he saw water on the outside of deck 5 and in the hallways. The mooring lines were destroyed he said; crew members brought new lines from storage.

The damage at the rear of the ship "looks bad," Ormesher said; burned out equipment was visible.

Martinez said in a news release that a cruise scheduled aboard the Grandeur of the Seas for May 31 has been canceled so the ship can be repaired.

Obama and Christie yet again; emphasis on recovery

WASHINGTON (AP) ? President Barack Obama is looking to get his groove back ? at the beach.

A post-Hurricane Sandy tour of the New Jersey coast line on Tuesday, gives the president a chance for a three-point play that can move him ahead of the recent controversies that have dogged the White House. With New Jersey's Republican Gov. Chris Christie at Obama's side, effective government, bipartisanship and economic opportunity will be the unmistakable message in the face of the coastal recovery.

For Obama, the tour helps him continue redirecting the political conversation after two weeks of dealing with the fallout over the administration's response to terror attacks last September in Benghazi, Libya, the targeting of conservative groups by the Internal Revenue Service and the Justice Department's review of journalist phone records as part of a leak investigation.

The visit occurs as Congress is away for a Memorial Day holiday break, a weeklong recess that likely will silence the daily attention lawmakers, particularly Republicans, had been paying to the three political upheavals. It also comes just days after Obama started seeking to change the subject in Washington with a speech defending his controversial program of strikes by unmanned drones and renewing his push to close the Guantanamo Bay, Cuba, detention facility.

On Sunday Obama traveled to Oklahoma to view damage from the recent tornado and console victims of the deadly storm.

For Christie, the president's appearance is yet another way to showcase his beloved Jersey Shore. The Republican has been touting it throughout the Memorial Day weekend as a destination point that is back in business and he broke a Guinness World record Friday by cutting a 5.5 mile ceremonial ribbon that symbolically tied together some of the hardest-hit towns by Sandy. The state has a $25 million marketing campaign to highlight the shore's resurgence in time for the summer season.

Both men will reprise the remarkable bipartisan tableau they offered during Sandy's immediate aftermath when Obama flew to New Jersey just days before the election to witness the storm's wreckage. Politically, the visit plays well for both men. Christie, seeking re-election this year, will stand shoulder to shoulder with a president popular among Democrats in a Democratic leaning state. And Obama, dueling with congressional Republicans on a number of fronts, gets to display common cause with a popular GOP stalwart. (Obama has not scheduled any face time with state Sen. Barbara Buono, Christie's likely Democratic opponent in the governor's race).

Christie, in an interview with NBC's Matt Lauer on Friday, downplayed the politics, even when asked if ties to Obama could hurt him among conservatives if he were to seek the Republican presidential nomination in 2016.

"The fact of the matter is, he's the president of the United States, and he wants to come here and see the people of New Jersey," Christie said. "I'm the governor. I'll be here to welcome him."

To be sure, New Jersey is still rebuilding. Obama is visiting those regions that have been among the first to recover ? Christie ranks the recovery of the state's famous boardwalks as an eight on a scale of 10 but concedes that in other parts of the state many homeowners are still rebuilding six months after the devastating superstorm struck. Overall, the storm caused $38 billion in damages in the state, and harmed or wrecked 360,000 homes or apartment units.

But the coastal recovery is a big potential boon for the state where tourism is a nearly $40 billion industry.

For Obama, coming off a week that had the IRS in the crosshairs of a scandal, the trip also offers an opportunity to demonstrate the work of another part of government that provides a foil for the IRS: the Federal Emergency Management Agency, whose response to disasters has been met with bipartisan praise.

Indeed, inside the White House, FEMA is perceived as an example of what's best about government. The agency, panned for its response under President Bush to Hurricane Katrina in 2005, has made a turnaround under administrator Craig Fugate and has been commended for its work in disasters from the Joplin, Mo., tornado in 2011 to Hurricane Sandy last year.

Obama's trip Tuesday also comes two days after he toured the tornado devastation outside Oklahoma City, Okla., where FEMA has been the face of the federal government as well.

Josh Earnest, the White House's deputy press secretary, says FEMA represents "competent, efficient government that meets the needs of the people."

"The renaissance of the agency embodies what the president ran on," he said.

Overall, the federal government has directed more than $14 billion so far in aid to help families, support state and local rebuilding efforts, and assist major transportation reconstruction and in community development grants to states affected by Sandy, the bulk of which has gone to New Jersey and New York.

Even as Obama meets businesses and homeowners who have benefited from recovery work, the White House says he also plans to talk about the importance of renewing economic opportunities for middle-class families still getting their lives back. It's a message that dovetails with Obama's attempts to keep the economy prominent by highlighting economic growth after the Great Recession while also making his case for additional initiatives to keep the economy from stumbling again.

Ever notice how one seemingly insignificant poor decision snowballs into another, then another, then another?

Let me give you an example?

This string of bad decisions is best described as a Domino Effect. I believe that we are all in a constant state of Domino Effect – for better or for worse.

BERLIN (AP) ? New Chinese Premier Li Keqiang says his government wants to attract foreign companies and is willing to undertake reforms to promote investment.

Speaking Monday after meeting Economy Minister Philipp Roesler, Li said foreign companies needed to be able to expect fair competition and protection for their patents and copyrights.

The dpa news agency reports Li said: "China will not deviate from promoting reforms and opening to the outside."

Chancellor Angela Merkel vowed after meeting Li Sunday that Germany would work to avoid a trade war by using its economic clout to block the European Union from imposing punitive tariffs on Chinese products like solar panels.

Merkel spokesman Steffen Seibert says the chancellor also discussed human rights and artistic freedom with Li. He gave no details of Li's response.

(AP) ? Anchorage police say they have identified a suspect in the beating deaths of a couple and the sexual assault of their great-grandchild.

Sgt. Slawomir Markiewicz (SLAHV'-oh-meer MARK'-eh-witz) says the suspect is 24-year-old Jerry Andrew Active.

Active was arrested about a block from an apartment where the bodies of 71-year-old Touch Chea and his wife, 73-year-old Sorn Sreap, were found Saturday night by their granddaughter, who had returned from a trip to a movie with her husband and 4-year-old son.

The couple found their home locked from the inside.

They broke in through a window and discovered the bodies and a naked man with their toddler in a bedroom.

Markiewicz says they tried to detain the man but he fled.

Police say both Sreap and the toddler had been sexually assaulted.

Is this considered rude behavior or am I over-reacting? - Love Forum ...

Hi all. First off, I want to let you know I am probably being naive with relationships as I have not had a lot of experience but I wish to know if this is common that men say these things and I am over-reacting or if I am on the right track when I feel he is being very rude, etc.
And of course, I am going to keep this as anonymous as possible.

Thanks in advance for your input.

I have met this guy, around same age as me. We struck up a conversation right away as we share similar interests. I thought, ok, well, I'll give it a shot and so we went on a few dates. Nothing special - movies, dinner, the usual. I didn't sleep with him straight away-but after seeing each other, talking, texting, etc., we finally did. OK, no biggie.

That's the gist of it thus far.

Well, I have noticed lately (we've been going out for about 8 months now - though not 'officially' declared as bf/gf status) that when we talk he is often boastful, speaks of past girlfriends, such as "when so-and-so and I were dating...." or "my last girlfriend, a couple years ago..." (at this point I have lost count of how many alleged 'girlfriends he has had)

or he will say things like, "I don't know what they would do without me at work" or "I run circles around others when I am at work regarding computer knowledge"
Other things he has said to me, which are even more disturbing; One day he asked what I was up to and I told him and remarked that I was hungry and was thinking about going to get some fast food and a shake. (Mind you I am 5'4" and about 118 lbs) and he goes, "that's just your inner fatty trying to claw its way out"
He said it with a straight face. He as not joking around. Then he said to me, "well, I (meaning HIM) have gained weight, I can see my belly hanging over my belt, so does that make me less attractive to you"

Another instance he remarked that with his past relationships that he had some girls afraid to gain any weight because he said that he'd never be seen with someone who is fat or doesn't take care of themselves. And he laughed when he said that some past gf were afraid to even gain any weight.
He is constantly calling his co-workers 'lazy' or 'silly stupid people' and then when a co-worker abruptly quit work after being on maternity leave he said that he was glad she was gone and that people don't understand his stance on maternity leave - so I asked what IS his stance. His reply was that he feels it is the choice of the woman to have the child so either the woman should save up her time off or be able to be let go. It's not like cancer that just happens.

These are just a few comments that I can think of off top of my head that have perturbed me about him and I am now finding myself pulling back more and more - less contact with him because of what he has said.

And yes, for the record, I have called him out and questioned him on the things that he's said.

So am I being over-reactive to this or is just how some guys are?

I want to just cut it off and move on but I don't want to think I am being childish and over reacting either...need clarification, I guess.

Bay lifts Mariners over Rangers in 13

SEATTLE (AP) - The Seattle Mariners had several heartbreaking losses during their eight-game losing streak.

They ended it with an uplifting win in their last at-bat.

Jason Bay hit a two-out RBI single in the 13th inning, lifting the Mariners to a 4-3 victory Sunday over the Texas Rangers.

"It feels great. Not just for me but for everybody. That was a big sigh of relief for a lot of people," Bay said.

The Mariners had been on the losing end of three walkoff victories by the Cleveland Indians in four games and were facing an extra-inning loss after A.J. Pierzynski had given the Rangers a 3-2 lead in the top of the 11th inning with an RBI single.

But Raul Ibanez hit a solo home run off Rangers closer Joe Nathan to keep the game going and Bay came through in the 13th after he was denied a chance to win it in the 11th, when David Murphy leaped above the fence in left-center field to catch Bay's drive.

Yoervis Medina (1-0) worked out of a jam in the 13th inning to keep the game tied. He earned his first major league victory.

Kendrys Morales doubled and advanced to third on a groundout by Carlos Triunfel. Bay didn't miss his second opportunity as he singled to left off Rangers reliever Michael Kirkman (0-1) to score Triunfel from third and hand the Mariners a much-needed victory.

The Mariners had moved within a game of .500 after taking two of three from the New York Yankees. Then three losses in the last inning in Cleveland started the eight-game skid.

"We've got a good group of guys out there. They're grinding. They're fighting. They're not giving into it. A lot of breaks have gone against us this week," Mariners manager Eric Wedge said. "We've got guys that are working to try to get to where they need to get to help us win ballgames. We've got a lot going on out there right now but a great win for us."

Jurickson Profar hit a leadoff home run off Mariners starter Hisashi Iwakuma. Texas scored again in the second after hits by Nelson Cruz and Mitch Moreland put runners in scoring positions. Leonys Martin drove in Cruz on a sacrifice fly to give the Rangers a 2-0 lead.

The Mariners left a pair of runners stranded in both the fourth and fifth innings before finally breaking through against Nick Tepesch in the sixth. Kyle Seager doubled down the right field line and Morales homered to knot the game at 2.

Tepesch went 5 2-3 innings for Texas, allowing just five hits and two runs. He walked one and struck out six.

The Rangers fumbled an opportunity to possibly retake the lead in the seventh inning. After a leadoff double from Adrian Beltre, Cruz struck out swinging at a ball in the dirt. Beltre was caught between second and third base as the ball bounced away from Mariners catcher Jesus Sucre. Cruz tried to take first base on the play but collided with Sucre and was ruled out. Sucre then ran down Beltre and he was called out for running out of the baseline.

"Any time you lose - especially when you go to extra innings - it's difficult but they took it from us," Rangers manager Ron Washington said. "We had our chance. They took it back and they finally took it from us."

Pierzynski delivered a pinch-hit RBI single in the 11th inning off Seattle Mariners reliever Oliver Perez to give the Rangers a 3-2 lead.

Ibanez homered off Nathan into the right field seats to even the game at 3-all in the bottom half. It was the first blown save of the year for Nathan. He had been 9 for 9 in save opportunities this season.

"If you throw it into the zone, then he is pretty good at hitting it," Nathan said. "He doesn't miss it too often when you put it there."

Iwakuma had another strong outing for Seattle. He allowed two runs and two hits over eight innings. He struck out eight.

NOTES: Profar is the youngest player to hit a leadoff homerun (20 years, 95 days) since Lou Klimchock (18 years, 348 days) of the Kansas City Athletics homered on Sept. 28, 1958, against the Chicago White Sox. ... Nathan had his streak of 36 consecutive saves on the road snapped with Ibanez's tying home run in the 11th inning. (AP) ? President Barack Obama left plenty of ambiguity in new policy guidelines that he says will restrict how and when the U.S. can launch targeted drone strikes, leaving himself significant power over how and when the weapons can be deployed.

National security experts say it's imperative to leave some room in the guidelines, given the evolving fight against terrorism. But civil rights advocates argue too little has been revealed about the program to ensure its legality, even as the president takes steps to remove some of the secrecy.

"Obama said that there would be more limits on targeted killings, a step in the right direction," said Kenneth Roth, executive director at Human Rights Watch. "But a mere promise that the US will work within established guidelines that remain secret provides little confidence that the U.S. is complying with international law."

An unclassified version of the newly established drone guidelines was made public Thursday in conjunction with Obama's wide-ranging address on U.S. counterterrorism policies. Congress' Intelligence committees and the Capitol Hill leadership have been briefed on the more detailed, classified policies, but because those documents are secret, there's no way to know how much more clarity they provide.

The president has already been using some of the guidelines to determine when to launch drone strikes, administration officials said. Codifying the strictest standards, they argue, will ultimately reduce the number of approved attacks.

Among the newly public rules is a preference for capturing suspects instead of killing them, which gives the U.S. an opportunity to gather intelligence and disrupt terrorist plots. The guidelines also state that a target must pose a continuing and imminent threat to the U.S.

However, the public guidelines don't spell out how the U.S. determines whether capture is feasible, nor does it define what constitutes an imminent threat.

Former State Department official James Andrew Lewis said Obama must retain some flexibility, given the fluid threats facing the U.S.

"The use of force and engagement of force always require a degree of discretion," said Lewis, now a senior fellow at the Center for Strategic and International Studies. "We don't want to change that."

The guidelines also mandate that the U.S. have "near certainty" that no civilians will be killed in a strike. Civilian deaths, particularly in Pakistan, have angered local populations and contributed to a rise in anti-American sentiments in the volatile region.

Shahzad Akbar, a Pakistani lawyer who has filed many court cases on behalf of drone victims' families, said that while he appreciated Obama's concern about civilian casualties, he wasn't confident the new guidelines would change U.S. actions.

"The problem remains the same because there is no transparency and accountability for the CIA because it will remain inside the system and not be visible to outsiders," he said.

Obama, in his most expansive discussion of the drone program, said in his speech Thursday to the National Defense University that he is haunted by the unintentional deaths. But he argued that targeted strikes result in fewer civilian deaths than indiscriminate bombing campaigns.

"By narrowly targeting our action against those who want to kill us, and not the people they hide among, we are choosing the course of action least likely to result in the loss of innocent life," Obama said.

Administration officials said the new guidelines are applicable regardless of whether the target is a foreigner or U.S. citizen.

Polling suggests the American people broadly support the use of drones to target suspected terrorists in foreign countries, though support drops somewhat if the suspect is a U.S. citizen. A Gallup poll in March found 65 percent of Americans favor using drone strikes in other countries against suspected terrorists, while only 41 percent favored the use of drone strikes overseas against U.S. citizens who are suspected terrorists.

Despite the public support, Obama has come under increased pressure from an unusual coalition of members of Congress of both parties who have pressed for greater transparency and oversight of the drone program.

Sen. Mark Udall, D-Colo., who serves on the Senate Armed Services and Intelligence committees, said he would review the guidelines to ensure they keep "with our values as a nation" but indicated lawmakers may ask for additional overtures.

"I commend the president for his effort to define the boundaries of U.S. counterterrorism operations and for stating a commitment to increased accountability," Udall said. "While this is helpful and important, more needs to be done."

Relevant congressional committees are already notified when drone strikes occur. But it's unclear how the administration, under Obama's new transparency pledge, will handle public notifications, particularly when Americans are killed.

The public only knew about the deaths of three Americans by drone strikes through media reports and the fourth when Attorney General Eric Holder disclosed it in a letter to Congress on the eve of the speech.

Under current policy, the official U.S. figures of number of strikes and estimated deaths remain classified.

According to the New America Foundation which maintains a database of the strikes, the CIA and the military have carried out an estimated 416 drone strikes in Pakistan and Yemen, resulting in 3,364 estimated deaths, including militants and civilians. The Associated Press also has reported a drone strike in Somalia in 2012 that killed one.

The think tank compiles its numbers by combining reports in major news media that rely on local officials and eyewitness accounts.

Strikes in Pakistan spiked in 2010 under Obama to 122, but the number has dropped to 12 so far this year. Strikes were originally carried out with permission of the Pakistani government of Pervez Musharraf, though subsequent Pakistani governments have demanded strikes cease.

The CIA and the military have carried out some 69 strikes in Yemen, with the Yemeni government's permission.

Nexus 4 running what could be Android 4.3 found at Thailand mobile expo

Could these be some of the subtle changes to be found in Android 4.3?

Although we didn't get a big reveal of the next version of Android at Google I/O, some evidence is mounting that Android 4.3 could be the impending next version. According to pictures posted by a user at XDA, at a mobile expo in Thailand at least one Nexus 4 is being put on display running a purported build of Android 4.3 (JWR45B). Now we've seen plenty of faked "About phone" screens in our days, and that is a very real possibility in any of these types of leaks. But as the user poked around the phone to show a revamped camera UI, we tend to give this more credibility. The UI basically looks to be an expansion of the current long-press and swipe gestures found in Android 4.2, with multiple levels of settings that can be accessed -- thankfully none of which can be hidden by your thumb anymore.

Aside from the slightly different numbering and a visual refresh of the camera, we're very light on details for this potentially upcoming release. Hang around after the break for a video of the device in action, with most of the time spent on the new camera UI.
