International Tourism Could Spark American Economy (ContributorNetwork)

COMMENTARY | Is it time for the United States to ease up on visa restrictions? For the American workers' sake, I think so. International visitors are expected to spend more than $152 billion in the year 2012, according to the Los Angeles Times. This sounds like a lot, but foreign tourists could offer an even larger boost to the U.S. economy if the current bill before Congress to ease visa restrictions passes.

S. 1746 is a bill designed to stimulate international tourism to the United States of America. Supporters believe this will be the answer to a struggling economy and will create jobs, while anti-immigration proponents are strongly against loosening the restrictions. They are afraid a steady stream of foreign visitors would put the nation at risk adding that the U.S. is already too accessible. I feel the risk will be there with or without restrictions. People with ulterior motives will not be so easily deterred, but visitors who want to spend money at Disney World or Vegas will be the ones unnecessarily discouraged.

As expected the proposed overhaul has been endorsed by business that will serve to profit the most from the increase in tourism, namely the National Retail Federation, Four Seasons Hotels and Resorts, and Walt Disney Parks and Resorts. In addition both parties are surprisingly on the same page for this issue. Republicans and Democrats have been backing the proposed changes highlighted on six bills that are making their way through the House and Senate.

There is no doubt that the American economy needs a boost. The Associated Press reports that the decline in foreign travelers over the past decade has cost American workers $859 billion in untapped revenue and at least a half million potential jobs.

The decline is not due to lack of desire. The extremely long waiting periods before being allowed to enter the U.S. is the main stumbling block to potential job creation for U.S. workers. Geoff Freeman, CEO of the US Travel Association said, "Every day a person is waiting for that interview is a day a person cannot be here supporting the American economy," as quoted by the Associated Press.

Viewers Respond On Facebook To Geisinger's No-Tobacco Policy

Geisinger Health System, one of our area's largest employers, says starting February 1st, it will no longer hire people who use tobacco products, including cigarettes, cigars and chewing or smokeless tobacco.

Within moments of the announcement being posted on WNEP's Facebook page,the online social site exploded with responses, topping over 700 comments.

Some supported the decision with Dave writing "I agree with this move and they are only copying what the Cleveland Clinic has done for years".

Sarah wrote "I wouldn't hire smokers either and that's my right as a business owner".

Some were outraged; Katie posted "What a great way in keeping that nine percent unemployment rate rolling hooah!".

Christine wrote "I hope none of you smoker haters don't need a doctor or nurse who smokes to save your life".

Stephanie wrote "What right does anyone have to tell me where I can smoke once I'm off the clock?".

Many called this flat out discrimination, however Geisinger says this policy is legal in 20 states, including Pennsylvania and is not discriminatory.

Attorney Mark Powell, who deals in labor and employment law, says it's all about what's protected by law.

"There's no federal protection for smokers," said Powell. "We have federal employee rights against discrimination but smoking is not a protected class."

Geisinger's current policy bans smoking on its properties and says this further step is to promote a healthier lifestyle.

Applicants to Geisinger will be tested for nicotine, however those who fail are welcome to re-apply in six months as long as they are nicotine free.

Joel Stephenson works for Community Medical Center in Scranton, which is under going a merger with Geisinger.

He's a smoker but understands what Geisinger is doing.

"Since we're trying to take care of all the patients, then the doctors should be able to take care of themselves, even the nurses and everything," said Stephenson.

Rescue group in crisis mode after cat euthanized (AP)

PHOENIX ? Animal lovers threatened to pull donations to an animal rescue group and the public flooded the agency with scathing comments and calls after a man's cat was euthanized when he couldn't afford its medical care, prompting the Arizona Humane Society to go into damage-control mode Wednesday.

The group has hired a publicist, removed dozens of comments on its Facebook page and directed a team of five volunteers to respond to the overwhelming calls and emails it has received since The Arizona Republic published a weekend story about Daniel Dockery and his 9-month-old cat, Scruffy.

Dockery, a 49-year-old recovering heroin addict, told the Phoenix newspaper that he took Scruffy to a Humane Society center on Dec. 8 because she had a cut from a barbed-wire fence, an injury that he described as non-life-threatening. The agency said it would cost $400 to treat Scruffy, money he didn't have.

The Humane Society cited policy when it declined to accept a credit card over the phone from Dockery's mother in Michigan or to wait for her to wire the money. The staff said if he signed papers surrendering the cat, Scruffy would be treated and put in foster care, he said.

Instead, Scruffy was euthanized several hours later.

Dockery told the Republic that he was devastated.

"Now I've got to think about how I failed that beautiful animal," Dockery said. "I failed her. ... That's so wrong. There was no reason for her not to be treated."

He described the cat as helping him stay off drugs for more than a year, the longest he had ever been clean. He hand-fed the feline before she opened her eyes at 4 days old, giving her fresh tuna and letting her sleep on his pillow.

Stacy Pearson, who was hired by the agency specifically to deal with media questions about the cat, said Dockery's case has led to two changes. The Arizona Humane Society has set up an account, funded through donations, that would cover the costs of emergency treatment of animals whose owners need a day or two to come up with money for payments. And the group is now accepting credit card payments by phone, Pearson said.

Dozens of scathing comments have since inundated the group's Facebook page, with animal lovers demanding to know why the cat was put down. Pearson said angry comments were removed because of their content: One called for the staff to be euthanized, while another said what happened to Scruffy was murder.

Pearson said Scruffy was put down over a number of reasons, including Dockery's lack of immediate funds, a lack of veterinarians to treat her and what Pearson described as a very serious cut on Scruffy from her abdomen to her knee that went to the muscle.

She said the Arizona Humane Society at the time didn't accept credit card payments over the phone because of possible fraud and can't treat pets with only a promise from owners that they can pay the next day. She said staff had every intention of getting Scruffy the help she needed but the number of animals requiring help at the group's second-chance clinic was too much for the resources available.

If Dockery had been able to pay, Scruffy would have been treated at the facility where he brought her, Pearson said.

"There was no malicious intent to take Scruffy away from her father," Pearson said. "Pulling funding is only going to make a problem like this worse."

On Facebook, where only the agency's executive director is allowed to post comments now, Guy Collison wrote that "Scruffy's story is heartbreaking, and underscores the worst-case-scenario of need eclipsing resources available." He said that his agency has always done what's best for animals.

In less than an hour after his statement was posted, more than 100 people responded, with most slamming the agency and some defending it as doing the best it can with available resources.

Pearson said the group told Dockery on Tuesday that when he's ready for another pet, he could come in and pick one out, but he declined, telling them: "No thanks."

2011's Best Episodes: Oprah's Last Lesson in Gratitude, the Housewives' Game Night Goes Wild (omg!)

From Oprah's surprisingly low-key farewell to the year's most soul-crushing break-up on The Good Wife (Kalicia, no!), the year was packed with fantastic hours of television ? pretty much all of which we watched. There were teary goodbyes (Friday Night Lights' Texas forever! Smallville's tights and flights!), tense face-offs (why can't all CIA interrogations take place on the front porch of a cabin, like on Homeland?) and of course we made room for a little Glee (because certain underdogs deserved it). Which made the list. Tune in all week for our top 25.

Here's the first batch in our weeklong countdown of 2011's best episodes:

25. " The Oprah Winfrey Show Finale," The Oprah Winfrey Show
After 25 years and 4,561 episodes, we figured that the Queen of Daytime would use her final hour on the air to lead a parade of celebrities who would sing her praises and reminisce about all the crazy times on her couch. (But that, as it turns out, was what the second- and third-to-final hours were for.) Instead, the last show was simply O, reading a prepared speech from a bare set that reflected on the many lessons she had learned and that thanked her fans. "This show is the great love of my life," she said through tears. No guests, no surprises, no makeovers (not even one person got a car!) It was simple, nostalgic, and the perfect way to end a legendary chapter.

24. "Lysergic Acid Diethylamide," Fringe
The title alone indicated that this episode would be a trip. When Olivia attempted to extricate William Bell's consciousness from hers by taking LSD, the world went topsy-turvy, and the episode switched from live-action to animation. The twisty, Inception-like hour also marked Leonard Nimoy's farewell to the series.

23. "Melissa McCarthy," Saturday Night Live
On the heels of her big Emmy win, we had high hopes for McCarthy's first hosting gig on SNL. She did not disappoint. The Mike and Molly star shimmied her way across the stage for a hilarious dance number with her Bridesmaids buddy Kristen Wiig, made brazen, unwanted sexual advances toward Jason Sudekis as Arlene, a horny office worker, and taste-tested Hidden Valley Ranch dressing in a manner that gave us the dry heaves ? first from laughing so hard and then with actual nausea. (Can you Garlic Ranch Blast me now?)

22. "Game Night Gone Wild!," The Real Housewives of Beverly Hills
All we're saying is that when you mix rich Beverly Hills housewives, booze, Pictionary, and a not-so-lucid Hilton sister, things are bound to get interesting. It started innocently enough, as the ladies headed to Dana's house for game night ? but then everyone got wasted, broken-legged Brandi accused Kim of doing crystal meth in the bathroom and Kyle came to her sister's defense by calling Brandi a trashy slut. You stay classy, Beverly Hills.

21. "Bad News," How I Met Your Mother
Mother
had no shortage of shockers in 2011, but none was more surprising or poignant than when Marshall, who was trying to reach his dad to tell him good news, learned from Lily that his dad died from a heart attack. Jason Segel's quick switch from jubilation to inconsolable heartbreak was Emmy-worthy ? especially when you know that he did the scene in one take.

The holidays can be a stressful time. MILWAUKEE (AP) ? Junior Cadougan tied a career high with 15 points last night as No. 10 Marquette topped Wisconsin-Milwaukee 64-50. Darius Johnson-Odom and Davante Gardner added 12 points apiece for the Golden Eagles, who beat their cross-town rival for the 39th straight time. Ryan Allen led Milwaukee with 16 points.

GREEN BAY, Wis. (AP) ? Brennan Cougill had 19 points and 19 rebounds yesterday to help Green Bay beat Idaho 63-61. Cougill's 19 boards fell two shy of the school record of 21, set by Nate Barnes in 1982. Steve Baker added 13 points and Kam Cerroni score 12 for the Phoenix.

GREEN BAY, Wis. (AP) ? The Green Bay Packers are looking for more out of their receiving corps with Greg Jennings out. Jermichael Finley dropped passes and Jordy Nelson was called for offensive pass interference a couple of times in Sunday's loss at Kansas City. The Packers can wrap up home field advantage in the NFC with a win over Chicago this weekend.

MILWAUKEE (AP) ? The Milwaukee Brewers say the ball club has already sold one million tickets for the 2012 season. The Brewers say it's the earliest date in franchise history that the one million mark has been reached. The demand comes after the Brewers won the National League Central Division last season.

Stocks rise modestly in the slowest trading day of the year. Stocks on the S&P 500 gain 11 points, pushing the index 8 points above its open at the beginning of the year.

Stocks?closed higher Friday after a quiet, pre-holiday session that turned the S&P 500 index positive for the year.

Traders were relieved by news that Congress extended a payroll tax holiday for workers and emergency unemployment benefits. Both programs were set to expire at the end of the year. Letting that happen would have reduced economic growth by about 1 percent, analysts said.

The final business day before Christmas also was the slowest full day of trading so far this year. Traders exchanged just 2.22 billion shares, about half of the recent average. The market will be closed on Monday because Christmas falls on a Sunday this year.

Stocks?have risen steadily since Tuesday on hopeful signs about the pace of economic growth in the fourth quarter, which ends next week. New claims for unemployment benefits fell last week to the lowest level since April 2008, long before anyone realized the nation was in a recession.

A series of mixed economic reports Friday did little to derail that optimism. The Standard & Poor's 500 index added 11.33 points, or 0.9 percent, to 1,265.33. It started the year at 1,257.64.

Stocks?might surge into the new year if the S&P 500 passes a couple of key technical thresholds, said Todd Salamone, research director at Schaeffer's Investment Research.

Fund managers currently hold relatively few?stocks, Salamone noted, and many of their funds have underperformed the market and are negative for the year. If the index rises farther above its break-even point for the year or its average over the past several months, fund managers might flood into the market in a last-ditch attempt to improve their annual returns, he said.

"The worst thing that can happen for a fund manager is to underperform and be in the red when your benchmark, the S&P index, is in the green" for the year, Salamone said.

The Dow Jones industrial average rose 124.35 points, or 1 percent, to 12,294. Bank of America Corp. was the Dow's biggest gainer, adding 2.4 percent. All but two of the 30 Dow?stocks?rose, Alcoa Inc. and Boeing Co.

The Dow has risen 527.74 points, or 4.5 percent in the past four days. It was the first four-day winning streak for the Dow since mid-September.

The Nasdaq composite index gained 19.19 points, or 0.7 percent, to 2,618.64.

Earlier Friday, the government said that consumer spending and incomes barely grew in November. The weak gains suggest that consumers may have trouble sustaining their spending into 2012.

In another worrying sign, a measure of business investment decreased for the second straight month. Business investment has been a pocket of strong demand and spending amid a sluggish recovery. A tax break that encouraged companies to invest in new equipment and facilities expires at the end of the year.

Yet hopes for the economy remained high after this week's encouraging news about the job market and strong holiday sales for retailers.

Among the companies making big moves:

? Rambus Inc. jumped 12.2 percent after the technology licensing company said it reached a patent license deal with Broadcom Corp. and settled a lawsuit with the chip maker.

? TripAdvisor Inc. rose 6.1 percent, the most in the S&P 500, as traders reassessed the value of the newly-spun off travel review website. The?stock?had fallen sharply since it officially started trading on Wednesday. It recovered some losses on Friday as analysts weighed its rapidly growing revenue and market share.

? Eastman Kodak Co. rose 9.5 percent after the struggling photography company said its general counsel, Laura Quatela, would become co-president on Jan. 1.

Fitch threatens to downgrade U.S. debt from AAA

What?s happening in the headlines can affect you as an investor. Here?s what?s going on, what you need to know, and what you should do, writes The Motley Fool.

The cold, hard facts
Reuters is reporting that Fitch, one of the big three credit rating agencies, is threatening to downgrade U.S. sovereign debt from AAA, citing the recent failure of the congressional super-committee to agree on at least $1.2 trillion in deficit-reduction measures. Fitch had already lowered the country?s outlook from ?stable? to ?negative.?

Some context
?The high and rising federal and general government debt burden is not consistent with the U.S. retaining its ?AAA? status despite its other fundamental sovereign credit strengths,? the ratings agency said.

In a new fiscal projection, Fitch said at least $3.5 trillion of additional deficit reduction measures will be required to stabilise the federal debt held by the public at around 90% of gross domestic product in the latter half of the current decade. Fitch added that there would be no decision to cut the current rating, however, until 2013.

What?s next
On Aug. 5, Standard & Poor?s downgraded U.S. sovereign debt from AAA to AA+ in a historic move that followed hard on the heels of the summer?s theatre-of-the-absurd debt-ceiling debate. Yet despite predictions of apocalyptic consequences, nothing happened. In fact, post-downgrade, investors rushed into U.S. Treasuries looking for a safe haven, driving yields down to record lows. Go figure.

Actually, the reason is pretty simple. No matter what the ratings agencies say or do, investors around the globe know that the United States is still the safest place to put their money. While the markets have been up and down all year, the Dow Jones, the S&P 500, and the Nasdaq are all operating at or near prerecession levels. We wish the same could be said of our S&P/ASX 200 (INDEXASX:XJO), down 13 per cent in 2011, or the All Ordinaries (INDEXASX:XAO), off 14 per cent.

And with a (tentative) U.S. economic recovery in motion, the long term is looking up, which is what we Fools focus on. So while the country certainly has to address its? mounting deficit, don?t lose too much sleep over the Fitch action. Besides, the U.S. have until 2013 to fix their debt problems. That?s plenty of time, right?

Analysis: Isolated on tax cut, House GOP blinks (AP)

WASHINGTON ? With tea party-backed first-termers calling the shots, House Republicans snatched political defeat from the jaws of victory in a year-end showdown over Social Security payroll tax cuts and jobless benefits.

This time, they pushed the country to the brink ? and wound up blinking.

"In the end House Republicans felt like they were re-enacting the Alamo, with no reinforcements and our friends shooting at us," said veteran Republican Rep. Kevin Brady of Texas.

Precisely.

By spurning a deal that Senate Republicans had embraced, for a two-month extension of tax cuts for 160 million Americans and jobless benefits for millions more, the House wing of the party isolated itself politically and by some calculations improved President Barack Obama's re-election prospects.

Friday brought a humbling surrender, the only realistic alternative despite grumbling from scattered holdouts and Newt Gingrich, courting tea party support in the race for the presidential nomination.

By then, even allies said Republicans had become vulnerable to Obama's accusation that they, alone, were threatening a fragile economic recovery and the well-being of the employed and unemployed alike. "Right now, the bipartisan compromise that was reached on Saturday is the only viable way to prevent a tax hike on Jan. 1," Obama said Tuesday after the House rejected the two-month measure that had sailed through the Senate on a vote of 89-10.

The reliably conservative editorial page of The Wall Street Journal piled on, referring to a circular Republican firing squad. The GOP has "achieved the small miracle of letting Mr. Obama position himself as an election-year tax cutter. ... This should be impossible," it wrote on Wednesday.

One poll said Obama ran ahead of Republicans when it came to handling taxes, an issue that has generally favored the GOP since Ronald Reagan sat in the White House three decades ago.

No less critical were Senate Republicans, fearing the impact on their own political prospects, both individually and as a group eager to gain a majority in the 2012 elections. A gain of four seats would give them control, and several close races are likely. Losses suddenly seemed possible instead. There was in even talk that the hardline stance by House Republicans was putting the GOP's big majority in that chamber in danger.

Most importantly, for the first time all year, Senate GOP leader Mitch McConnell wasn't in a position to help as House Speaker John Boehner sought to carry out the wishes of his rank and file, the Kentucky senator having voted for the bill that House Republicans insisted was a loser.

At its core, the dispute was a simple one.

Talks between the two parties in the Senate on a full-year extension faltered when negotiators could not agree on the cuts needed to make sure the measure did not increase deficits. The two-month stopgap bill was designed to keep the tax cuts and jobless benefits going until the negotiations could resume again after the first of the year.

To the tea party types, that smacked of government as usual, precisely what they came to Washington to change.

"We're as unified as we've been all year," said Rep. Louie Gohmert, R-Texas, on the night before the House Republicans rejected the Senate bill, demanded negotiations on a compromise and drove themselves into a political dead end.

This time, Senate Majority Leader Harry Reid and Democrats had no incentive to negotiate, unlike earlier when brinkmanship pushed the government to the edge of a partial shutdown or an unprecedented default.

They and the White House had already caved to Republican demands that any extension be paid for, and that Obama decide within 60 days whether to allow construction of an oil pipeline from Canada to Texas.

The president had threatened to veto any measure that linked tax cuts and the pipeline, hoping to postpone a decision on the project until after the election. Late last week, he did an about-face and demanded Congress send him a bill that did precisely that.

The reversal gave Republicans the political victory some had sought if they were going to approve an extension of the tax cuts and jobless benefits at the core of Obama's jobless program.

Boehner told House Republicans as much in a conference call on Saturday, according to several officials who listened. They added he recommended no specific course of action and sought the all views.

Some lawmakers suspected Boehner had acquiesced in the two-month extension that McConnell worked out, and he was challenged on it 48 hours later in a closed-door meeting. He bristled at the accusation, according to several participants, and denied it flatly.

There were hints of infighting. Behind closed doors, one Republican lawmaker raised a concern about a memo ? inaccurate, he said ? from an unidentified staff aide who wrote that Boehner favored a more conciliatory approach than Majority Leader Eric Cantor and other members of the leadership.

"We're here and ready to work," Boehner told reporters on Wednesday morning. He spoke at a made-for-television event with Cantor and the eight Republicans, including three first-termers, appointed to conduct non-existent negotiations with Democrats.

Little more than 24 hours later, the charade ended when Boehner informed his own rank and file, no consultations permitted.

By then, even two newcomers to the House had issued public statements calling for an end to the standoff.

"I don't think that my constituents should have a tax increase because of Washington's dysfunction," said freshman Rep. Sean Duffy, R-Wis., now a voting member of the government he was criticizing.

The struggle over, Reid said he hoped the episode had been "a very good learning experience, especially to those who are newer" to Congress.

"Everything we do around here does not have to wind up in a fight."

SBA disaster loans available to Va. localities (AP)

RICHMOND, Va. ? Economic injury disaster loans are available to a range of businesses and agricultural operations in 11 Virginia localities as a result of Hurricane Irene in August.

The Virginia Department of Consumer Services says the loans are intended for small businesses and agricultural cooperatives, small-scale aquaculture operations and most private non-profit organizations of all sizes.

The Small Business Administration's disaster declaration includes the counties of: Brunswick, Charlotte, Dinwiddie, Greensville, Lunenburg, Mecklenburg, Nottoway, Prince Edward, Southampton and Sussex. The city of Emporia is also included.

The financial loses must be a direct result of Irene. Loans can range up to $2 million, with interest rates of 3 percent or 4 percent, depending on the type of application.

Nuance gobbles up Vlingo, yearns to transcribe its own announcement

Apparently, if you can't (legally) beat them, you buy them. Such is the thinking over at Nuance, who has decided to acquire its competitor and former courtroom dance partner, Vlingo. Should make for some nice additions to the former's voice recognition tubes -- technology which powers everything from Apple's Siri, Dragon dictation and even various autos. No indications as to how many greenbacks exchanged hands, but the newlyweds were happy to boast their "complementary research and development efforts" will result in a company "stronger together than alone." We'll have to see about that. PR after the break.

Key witness in Penn State abuse scandal may testify Friday (Reuters)

HARRISBURG, Pa (Reuters) ? A key witness who said that he saw former assistant Penn State football coach Jerry Sandusky raping a 10-year-old boy in 2002 may testify in court on Friday, a legal source said.

Mike McQueary, a graduate assistant in the university's football program in 2002, is expected to testify at a court hearing on charges against former Penn State athletic director Tim Curley and finance official Gary Schultz.

Curley and Schultz were charged last month with perjury before a grand jury for testimony they gave about their knowledge of the alleged abuse.

McQueary's story is important to the case against Sandusky and the two officials because he testified to a grand jury that he witnessed Sandusky sodomizing a boy in the showers of the football building, and reported it to then head coach Joe Paterno.

Paterno said he told his boss, Curley, but no one told police, and Sandusky's alleged behavior continued, according to a grand jury report.

The preliminary hearing on Friday is to determine if there is enough evidence for Curley and Schultz to go to trial.

McQueary has not been charged in the case but was put on administrative leave from the university, as was Curley. Schultz retired shortly after he was arraigned November 7 in suburban Harrisburg.

Paterno and Penn State President Graham Spanier were fired for not telling police what they knew.

Sandusky waived his preliminary hearing on Tuesday and will go straight to trial on 52 counts of alleged sex abuse of boys over a 15 year period.

"We anticipate Mike McQueary will be at the hearing," said Martine Charles, a spokesperson for the attorneys representing the university administrators.

Unlike Sandusky, Curley and Schultz are not expected to waive their preliminary hearing before District Judge William Wenner.

At issue is what McQueary actually saw in the football shower. In the grand jury report, McQueary, who was 28 at the time, is quoted as saying he had "heard rhythmic slapping sounds" in a team shower room. Since Curley's and Schultz's arrests, different versions of what McQueary witnessed have been reported.

The fight: Tax cuts, jobless benefits and pipeline (AP)

WASHINGTON ? The White House backed away from a critical veto threat Friday as top Republicans in Congress served noticed they will extend expiring Social Security payroll tax cuts only if President Barack Obama swiftly decides the fate of a proposed oil pipeline that promises thousands of jobs.

With Republicans talking tough and lawmakers from both parties anxious to leave for the holidays, Obama spokesman Jay Carney declined several times to repeat Obama's earlier statement that he would reject any attempt to link the tax cuts and the Canada-to-Texas pipeline. "There's a process at work. I'm not going to analyze what language would be acceptable and what wouldn't," Carney told reporters.

He made his comments as Republican and Democratic leaders sought a compromise on legislation to renew the tax cuts and long-term jobless benefits that are at the heart of the jobs program that Obama submitted to Congress last fall.

Racing to adjourn for the year, lawmakers moved swiftly to clear separate legislation avoiding a partial government shutdown threatened for midnight ? focusing attention on the final disputed issue in a tempestuous year of divided government in an era of high joblessness and public dissatisfaction with Congress.

Obama has said extensions of the tax cuts and unemployment benefits are necessary to help nurture an economic recovery while also sustaining victims of the recession. Republicans injected the pipeline project into the legislation after the president postponed a decision on the long-studied project until after the 2012 elections.

Under the House-passed tax measure the project will go forward unless Obama decides in 60 days that its construction is not in the national interest.

"Let's not just pass a bill that helps people on the benefits side, let's also include something that actually helps the private sector create the jobs Americans need for the long term," Republican leader Mitch McConnell of Kentucky said in Senate-floor remarks that challenged Obama to give ground

In a political jab, he added, "Here's an opportunity for the president to say he's not going to let a few radical environmentalists stand in the way of a project that would create thousands of jobs and make America more secure at the same time."

Obama said on Dec. 7 that "any effort to try to tie Keystone to the payroll tax cut I will reject. So everybody should be on notice."

More recently a veto threat issued Tuesday against the House-passed version of the bill cited the introduction of "ideological issues into what should be a simple debate about cutting taxes for the middle class." Senior administration officials later told reporters that was a reference to the pipeline.

Apart from the pipeline, negotiators for the two parties struggled over other differences as they sought agreement on the last major measure of the year.

Officials said there was widespread agreement to keep the Social Security tax cut in place for 2012, noting that if it lapsed, 160 million Americans could experience a cut in take-home pay at a time when the economy is still struggling to recover from the worst recession in decades. The president had originally sought to expand the cut but has effectively jettisoned that proposal.

The president also is seeking a renewal of the current system under which a maximum of 99 weeks of jobless benefits is available for the long-term unemployed. The House measure cuts that to 79, and officials said the two sides were considering a compromise between the two levels.

Both parties want to avoid a threatened 27 percent cut in payments to doctors who treat Medicare patients, but that, too, was in flux. The House-passed bill provides a two-year reprieve at a cost of about $38 billion over a decade. Officials said it was possible that delay could be cut to a single year, depending on the level of cuts negotiators could agree on elsewhere in the budget to offset the cost.

That same issue ? cuts to make sure the bill did not raise federal deficits ? lay at the heart of the negotiations.

The cost of the payroll tax extension alone was estimated at $120 billion over a decade, and Obama and Democrats agreed long ago to meet GOP demands that the legislation not raise deficits.

Democrats initially wanted to slap a surtax on million-dollar income earners to cover the cost, over the protests of Republicans. The Democrats eventually relented, but not before attacking GOP senators as protectors of the rich at the expense of the middle class and arranging a pair of test votes that could well provide fodder for Senate races in 2012.

Republicans sought to wield the Keystone pipeline project as a similar sort of issue against Democrats and Obama.

While environmental groups oppose the project, several blue-collar unions support it, as do an unknown number of Democratic lawmakers.

The State Department, in an analysis released this summer, said the project would create up to 6,000 jobs during construction, while developer TransCanada put the total at 20,000 in direct employment.

The 1,700-mile pipeline would carry oil from western Canada to refineries in Texas, passing through Montana, South Dakota, Nebraska, Kansas and Oklahoma.

The spending bill would lock in cuts that conservative Republicans won from the White House and Democrats earlier in the year.

Republicans also won their fight to block new federal regulations for light bulb energy efficiency, coal dust in mines and clean water permits for construction of timber roads.

The White House turned back GOP attempts to block limits on greenhouse gases, mountaintop removal mining and hazardous emissions from utility plants, industrial boilers and cement kilns.

After a last-minute veto threat, Republicans abandoned attempts to block an administration policy to ease restrictions on visits to Cuba and on the money sent to relatives on the Communist island nation from family members living in the United States.

Additionally, the legislation bars military and economic aid to Pakistan until the administration certifies that Islamabad is cooperating on counterterrorism, including taking steps to prevent groups such as the Haqqani network from operating in the country.

The provision stems from concerns that the Pakistani government harbors terrorists, and from assertions that some government officials knew that Osama bin Laden had established residence deep inside the country. Bin Laden was killed in May by U.S. commandos who raided his fortified compound in Abattabod.
