Hungary's Sziget festival gets boost from Glastonbury founder

BUDAPEST (Reuters) - Hungary's Sziget music festival is much more than a niche player on the summer European pop scene, and this year it is getting a special accolade: Glastonbury's founder will be there, too.

With Europe's biggest pop festival taking a break, Glastonbury's Michael Eavis advised music fans that one way to escape from the Olympics crowds in London would be to follow him to Budapest and attend Sziget, which takes its name from the Hungarian word for the Danube River island where it is held.

"They've got the Stone Roses, they've got the Killers, the Vaccines and all the wonderful bands that we are familiar with," the founder of the festival in western England told Reuters.

"I just want to see the overall impression of the whole site and the city of Budapest and the Danube," he added. "It sounds irresistible."

With the 20th edition of the Sziget set to open on August 5, the festival that started in the years just after the collapse of communist rule has changed over the years.

Instead of long-haired, guitar-toting youngsters sitting on the grass sipping beer, there are dozens of state-of-the-art stages with more than 150 international acts. Guests can buy just about anything in a completely cash-free payment system.

A light-rail line connects the island to central Budapest, where the festival ticket doubles as a transport pass. The more adventurous can take a Danube riverboat to the festival gates.

"The Sziget is all about ambience, it's a feeling. You must be there as that's a place to get together, where young people meet," said Viktor Barna, 17, who will build stages at the festival this summer.

"It's absolute freedom, that's it really," added Andras Rusz, 21, a regular attendee for seven years.

KEEPING THE RIGHT AMBIENCE

Sziget founder Karoly Gerendai said he has been careful to make sure that improvements each year do not detract from the atmosphere. The secret, he added, is to create a place where guests feel they belong, rather than just have a good time.

"At the first Sziget, people started to form impromptu drum ensembles, playing on trash cans," he said. "In later years we brought trash cans specifically for them to do that ... It's a small thing but shows how the fans have owned the place."

Atmosphere is important because Sziget cannot compete financially with other festivals for star power.

Gerendai said the festival was unlikely to invite acts such as David Bowie, who has played Sziget, or the Red Hot Chili Peppers, U2 or Madonna, who haven't. A day featuring Prince last year made the festival's biggest one-day loss.

"In the 1990s it was conspicuous that huge stars appeared on Sziget, but the whole festival genre was new in Europe then," he said. "Today festivals abound and they compete for the stars. With our prices, our resources are limited in this contest."

But that is not to say the music quality is lower. Sziget scouts talent continuously and has featured many stars, including the Foo Fighters and Green Day, who then became so big Budapest could no longer afford to book them.

Anima Sound System, Hungary's acclaimed techno-folk group, is a perennial main-stage act. In the early days band leader Zsolt Prieger brought along his then 3-year-old daughter Fanni. She is now grown up and has joined the band and will perform this year with her father.

"We started out playing at some back-end stage," Prieger said on the festival's website. "We never thought we would play alongside the likes of Lou Reed or Iggy Pop. It was awesome."

Many political and business leaders who went to the festival as students, still come back. Vice Governor of the National Bank of Hungary, Ferenc Karvalits, hopes to attend this year.

"Definitely I will try ... it will be a great event, once again," he said.

Peter Oszko, a former finance minister, played at the festival soon after his term ended in 2010. He shocked the crowd on a rain-soaked night when he played harmonica in a blues band.

"Thousands of people were listening to our music and they immediately enjoyed it very much ... We really fell in love with Sziget and this is why we want to go every year."

Offshore use of vertical-axis wind turbines gets closer look

ScienceDaily (July 30, 2012) ? Sandia National Laboratories' wind energy researchers are re-evaluating vertical axis wind turbines (VAWTs) to help solve some of the problems of generating energy from offshore breezes.

Though VAWTs have been around since the earliest days of wind energy research at Sandia and elsewhere, VAWT architecture could transform offshore wind technology.

The economics of offshore windpower are different from land-based turbines, due to installation and operational challenges. VAWTs offer three big advantages that could reduce the cost of wind energy: a lower turbine center of gravity; reduced machine complexity; and better scalability to very large sizes.

A lower center of gravity means improved stability afloat and lower gravitational fatigue loads.

Additionally, the drivetrain on a VAWT is at or near the surface, potentially making maintenance easier and less time-consuming. Fewer parts, lower fatigue loads and simpler maintenance all lead to reduced maintenance costs.

Elegant in their simplicity

Sandia is conducting the research under a 2011 Department of Energy (DOE) solicitation for advanced rotor technologies for U.S. offshore windpower generation. The five-year, $4.1 million project began in January of this year.

Wind Energy Technologies manager Dave Minster said Sandia's wind energy program is aimed at addressing the national energy challenge of increasing the use of low-carbon power generation.

"VAWTs are elegant in terms of their mechanical simplicity," said Josh Paquette, one of Sandia's two principal investigators on the project. "They have fewer parts because they don't need a control system to point them toward the blowing wind to generate power."

These characteristics fit the design constraints for offshore wind: the high cost of support structures; the need for simple, reliable designs; and economic scales that demand larger machines than current land-based designs.

Large offshore VAWT blades in excess of 300 meters will cost more to produce than blades for onshore wind turbines. But as the machines and their foundations get bigger -- closer to the 10-20 megawatt (MW) scale -- turbines and rotors become a much smaller percentage of the overall system cost for offshore turbines, so other benefits of the VAWT architecture could more than offset the increased rotor cost.

Challenges remain

However, challenges remain before VAWTs can be used for large-scale offshore power generation.

Curved VAWT blades are complex, making manufacture difficult. Producing very long VAWT blades demands innovative engineering solutions. Matt Barone, the project's other principal investigator, said partners Iowa State University and TPI Composites will explore new techniques to enable manufacture of geometrically complex VAWT blade shapes at an unprecedented scale, but at acceptable cost.

VAWT blades must also overcome problems with cyclic loading on the drivetrain. Unlike horizontal axis wind turbines (HAWTs), which maintain a steady torque if the wind remains steady, VAWTs have two "pulses" of torque and power for each blade, based on whether the blade is in the upwind or downwind position. This "torque ripple" results in unsteady loading, which can lead to drivetrain fatigue. The project will evaluate new rotor designs that smooth out the amplitude of these torque oscillations without significantly increasing rotor cost.

Because first-generation VAWT development ended decades ago, updated designs must incorporate decades of research and development already built into current HAWT designs. Reinvigorating VAWT research means figuring out the models that will help speed up turbine design work.

"Underpinning this research effort will be a tool development effort that will synthesize and enhance existing aerodynamic and structural dynamic codes to create a publicly available aeroelastic design tool for VAWTs," Barone said.

Needed: aerodynamic braking

Another challenge is brakes. Older VAWT designs didn't have an aerodynamic braking system, and relied solely on a mechanical braking system that is more difficult to maintain and less reliable than the aerodynamic brakes used on HAWTs.

HAWTS use pitchable blades, which stop the turbine within one or two rotations without damage to the turbine and are based on multiple redundant, fail-safe designs. Barone said new VAWT designs will need robust aerodynamic brakes that are reliable and cost-effective, with a secondary mechanical brake much like on modern-day HAWTs. Unlike HAWT brakes, new VAWT brakes won't have actively pitching blades, which have their own reliability and maintenance issues.

VAWT technology: A long history at Sandia

In the 1970s and 1980s, when wind energy research was in its infancy, VAWTs were actively developed as windpower generators. Although strange looking, they had a lot going for them: They were simpler than their horizontal-axis cousins so they tended to be more reliable. For a while, VAWTs held their own against HAWTs. But then wind turbines scaled up.

"HAWTs emerged as the predominant technology for land-based wind over the past 15 years primarily due to advantages in rotor costs at the 1 to 5 megawatt scale," Paquette said.

In the 1980s, research focused more heavily on HAWT turbines, and many VAWT manufacturers left the business, consigning VAWTs to an "also ran" in the wind energy museum.

But the winds of change have blown VAWTs' way once more.

Sandia is mining the richness of its wind energy history. Wind researchers who were among the original wind energy engineers are going through decades of Sandia research and compiling the lessons learned, as well as identifying some of the key unknowns described at the end of VAWT research at Sandia in the 1990s.

The first phase of the program will take place over two years and will involve creating several concept designs, running those designs through modern modeling software and narrowing those design options down to a single, most-workable design. During this phase, Paquette, Barone and their colleagues will look at all types of aeroelastic rotor designs, including HVAWTs and V-shaped VAWTs. But the early favorite rotor type is the Darrieus design.

In phase two researchers will build the chosen design over three years, eventually testing it against the extreme conditions that a turbine must endure in an offshore environment.

In addition to rotor designs, the project will consider different foundation designs: Early candidates are barge designs, tension-leg platforms and spar buoys.

The project partners will work on many elements.

Another partner, the University of Maine, will develop floating VAWT platform dynamics code and subscale prototype wind/wave basin testing. Iowa State University will develop manufacturing techniques for offshore VAWT blades and subscale wind tunnel testing. TPI Composites will design a proof-of-concept subscale blade and develop a commercialization plan. TU-Delft will work on aeroelastic design and optimization tool development and modeling. Texas A&M University will work on aeroelastic design tool development.

"Ultimately it's all about the cost of energy. All these decisions need to lead to a design that's efficient and economically viable," said Paquette.

China win women's synchro 3m springboard Olympic gold

China's Wu Minxia won her third synchronised three-metre springboard Olympic gold medal winning the final with He Zi on Sunday.

In the first of China's quest for all eight diving gold medals at London, Wu and He dominated the competition with 346.20 points to claim victory.

The United States pair of Abigail Johnston and Kelci Bryant took silver with 321.90 with Canada's Emilie Heymans and Jennifer Abel claiming bronze with 316.80.

The Chinese pair's highlights were a competition-high 80.10 points for a reverse 2.5 somersault and a back 2.5 somersault.

They led after all five rounds of dives and gradually extended their advantage with the Americans receiving a 74.70 for their forward 2.5 somersault with one twist.

India Lacks a Strong Culture of Philanthropy | INDIA CSR

The foundation?s CEO Jeff Raikes, who spent close to three decades at Microsoft before taking up the assignment in 2008, talks about the milestones and challenges during his recent visit here.

The $33.5-billion Bill and Melinda Gates Foundation is constantly exploring innovative ways to tackle challenges in global healthcare, sanitation, poverty, education and agriculture.

These include bringing in business techniques to problem solving, partnering with global corporations for low-cost solutions and funding R&D in areas of neglected diseases such as tuberculosis.

The Foundation has committed $1 billion to programmes in India and is also expanding its role globally. However, it faces the criticism of aligning with interests of big pharma and agri-business giants such as Monsanto and Cargill. Raikes debunks such criticism.

?We are taking advantage of a range of solutions, some of which come from those organisations and some from others. They make a difference for the people we serve. For example, we may work with an agricultural development company to take advantage of their intellectual property and pay royalty fee on behalf of the poor. The partnership benefits the poor, not the company.?

So, is the Foundation against open innovation? ?Certainly not. Take, for example, agriculture ? we take intellectual property from agricultural companies and help, say, the African Agricultural Technology Foundation (AATF). That is essentially open innovation (like developing water-efficient maize crop for AATF in partnership with Monsanto and others),? says Raikes.

How does he assess the Foundation?s work in India? ?The success of Avahan (started in 2003) shows how you can build large-scale health intervention, in this case to reduce the spread of HIV/AIDS. Another example was the eradication of polio. This is an important milestone.

Now we are focusing on an integrated approach to interventions across a range of our programmes, from vaccines, tuberculosis management, family health, improved sanitation, agricultural development to financial services for the poor,? says Raikes.

US president Barack Obama recently talked about concerns of US businessmen over the deteriorating investment climate in India. Are there similar impediments when it comes to philanthropy? ?Obama has his own problems back home. To be successful in India, you have to garner broad support.

So, if it is vaccine initiative ? like the pentavalent vaccine initiative with the Avahan programme or the Ananya (to improve health of women and new born) initiative in Bihar ? you have to be aware of the different set of interest groups that will have a point of view. I just consider that to be part of what we have to do to succeed,? says Raikes.

Is the business of making money different from that of giving money? ?The latter is tougher. There are similarities too.

R&D projects in software are similar to the kind of R&D we do here ? both need a disciplined approach. There are differences too. In the private sector, you have the market system giving you continuous feedback that is generally true, except for long-term R&D.

Here, you have to think about measuring the impact of your work. That could be number of lives saved, deaths reduced, disease burden reduced,? says Raikes.

He strongly believes that government support is vital to meeting the Foundation?s objectives. ?Partnership is the only way that these goals can be accomplished. What we essentially do is catalytic philanthropy. We make grants to our partners who develop innovative interventions.

Based on evidence of their success, they could be scaled up and sustained by the public or the private sector. For example, we underwrote meningitis vaccine development efforts where the Serum Institute was an important part.

There was no clear market opportunity because it was targeted at the poor in sub-Saharan Africa. We took that risk and they developed a vaccine. That is an example of investments in innovative interventions,? says Raikes.

He reckons that India with its technological leadership has the capacity to be a huge provider of vaccines to other parts of the world. ?If you take, for example, the meningitis vaccine programme in sub-Saharan Africa, Serum Institute was an integral part of that success,? says Raikes.

What is the difference in philanthropic work in emerging and developed markets? ?There is a strong culture of philanthropy in the US and charitable contributions account for a substantial portion of GDP.

In India, the culture is not the same. I am optimistic that it will develop here and those who have created great businesses will think about how they can put their resources back into society. One of my friends is Azim Premji and what he is doing with his foundation is an example and there will be more like him that follow.?

Student Loan Debt Time Bomb | The Economic Populist

ozzieharrietAh, the American Dream. ?Go to college, work hard, graduate, get a good job, career and then you'll be set for life with high earnings, enough money to buy a home, raise a family and retire comfortably.

Oops, rewind, this isn't the Ozzie and Harriet show, it's real life. ?Did you know student debt is one of the few debts one cannot declare bankruptcy on, no matter what? ?That literally you have to be in a pine box, or close to it, to have your debt forgiven? ?That 53.6% of those under the age of 25 with a four year college degree or better cannot find a job?

Student loan debt is now the next great bubble, threatening the U.S. economy as the mortgage crisis did. The NACBA released a study and calls student loan debt the next financial crisis, on the level of the mortgage crisis.

  • College seniors who graduated with student loans in 2010 owed an average of $25,250, up five percent from the previous year. Borrowing has grown far more quickly for those in the 35-49 age group, with school debt burden increasing by a staggering 47 percent.
  • Students are not alone in borrowing at record rates, so too are their parents. Loans to parents for the college education of children have jumped 75 percent since the 2005-2006 academic year. Parents have an average of $34,000 in student loans and that figure rises to about $50,000 over a standard 10-year loan repayment period. An estimated 17 percent of parents whose children graduated in 2010 took out loans, up from 5.6 percent in 1992-1993.
  • Of the Class of 2005 borrowers who began repayments the year they graduated, one analysis found 25 percent became delinquent at some point and 15 percent defaulted. The Chronicle of Education puts the default rate on government loans at 20 percent.

homelessfamilyThe student debt crisis is not just the people who graduated with seemingly worthless diplomas, it's their families, parents as well who are paying the price. Parents co-signed loans, put up their homes, retirement and other assets as collateral. Literally the Consumer Financial Protection Bureau just said student loans are killing the economy.

Currently Americans owe $150 billion in private student loan debt, fueled by speculators craving for asset backed securities. Just like the subprime mortgage crisis, there were lax lending standards and by 2011 90% of these loans were co-signed by unsuspecting parents trying to help out their kids. But it's not just private loans that are a problem, just like the mortgage crisis, private loans are just the tip of the iceberg.

With student loan debt now topping U.S. credit card debt and few or no options available for distressed borrowers (including unwary parents who co-signed loans and now face the loss of nest eggs, retirement homes and other assets), America faces the very real possibility of another major economic threat on a par with the devastating home mortgage crisis, according to a new survey and report published today by the National Association of Consumer Bankruptcy Attorneys (NACBA)

We already saw 14% of all student loans are past due in 2011. Student loans are both public and private. Private student loans are about 10-15% of all student loans. Student loans are now over $1 trillion, surpassing credit cards in consumer debt.

Bloomberg law talks about the student debt crisis and interviews Congressman Steve Cohen (D-TN), who is trying to get a bill passed in Congress to allow private student loan debt be discharged. Currently private student loan debt is protected by the 2005 bankruptcy law and cannot be forgiven in most circumstances.

Cohen's bill, H.R.2028 is called the Private Student Loan Bankruptcy Fairness Act of 2011 and it's seemingly nowhere in the House of Representatives, even though the bill has 45 cosponsors. H.R. 2028 is seemingly buried in committee, the Judiciary subcommittee on Courts, Commercial and Administrative Law. There is a petition to pass this bill, as it sits dormant in the House. Notice this bill does nothing for student loans from the government.

Another thing to note is how lobbyists demand more foreign workers with businesses absolutely refusing to hire these new college grads who are Americans. It's an absolute outrage to hear claims of worker shortage when so many people, graduating from the best higher educational system in the world, the United States, are passed over and not hired. Next time you hear Americans are unskilled, contemplate how the U.S. university system is ranked highest among nations, yet U.S. businesses, corporations seemingly refuse to hire graduates who happen to be U.S. citizens.

Literally Americans are being hoodwinked into a new form of debtor's prison. The entire game is sold by a lie that higher education is the ticket to the American dream. Meanwhile businesses, corporations refuse to hire Americans and most absurdly refuse to train Americans. On the job training was standard fare for new hires. It wasn't until offshore outsourcing and manipulation of the U.S. immigration system for cheap labor did training new workers go by the wayside. Higher education has also turned into a zoo, with hyper-competitive entrance requirements and for Academicians, tenure is next to impossible. Universities have an unlimited supply of cheap labor, against through foreign guest worker Visas and literally we have a glut of PhDs in this country. Additionally, higher education costs are going through the roof and at this point one must wonder what kind of product higher education is and if it's worth the skyrocketing price tag. College costs are outrageous with a 15% increase in just the last two years. Something needs to happen to reduce the expense of getting a sheepskin.

Between 1999 and 2009, tuition at public four-year colleges rose 73 percent on average, and tuition at private nonprofit colleges jumped 34 percent. In the same period, median family income fell by about 7 percent.

These days so much real education is available on-line, why not simply have certifications and online tests, free of charge to accredit people in learning and mastering material on their own? Does one really have to go marching off to the ivory towers and sit in physical seats to certify one has become educated? What's the endgame here when America's best and the brightest are being denied opportunity, work and career? Canceling private student loans is simply a stepping stone. The reality is not only did policymakers sell our future down the river, they sold out our higher educational system along with it.

Hamels' first start since new deal a dud

ATLANTA (AP) - Ben Sheets, signed to a minor league contract nearly four weeks ago, was sharp. Cole Hamels, who signed a $144 million deal two days ago, had the worst control of his career.

Brian McCann hit a three-run homer off Hamels, and Sheets continued his impressive comeback to lead the Atlanta Braves past the Philadelphia Phillies 6-1 on Friday night.

Sheets (3-0) won his third straight start, allowing one run and six hits with one walk and four strikeouts in six innings.

After missing all of last season while recovering from elbow surgery, Sheets signed the minor league deal on July 1 and had his contract purchased by the Braves on July 15.

Asked if the month has been a blur, Sheets said "Man, I'm just riding it, riding the wave.

"I mean, I'm on a very good team and the guys are doing the heavy pulling. I'm just trying to put in a little two cents myself, trying to help us out."

The Braves trail first-place Washington, which lost to Milwaukee 6-0, by four games in the NL East.

McCann has eight homers and 19 RBIs in his last 15 games since July 5 and has lifted his batting average from .225 to .242.

"I like hitting right now," McCann said. "It's been a good couple of weeks, a good month I guess. I'm just glad I'm back to where I have been my whole career. My first half was brutal. I just put it behind me. To be honest I think that was the best thing that's ever happened to me. It made me get back to the basics and doing what I've always done. It was a wakeup call, it really was."

McCann has six home runs and 16 RBIs in six games against the Phillies this season, giving him 17 homers overall.

Hamels (11-5), making his first start since signing the six-year extension on Wednesday, set a career high with six walks in his shortest start of the season. He allowed five runs, three earned, on four hits with seven strikeouts in five innings.

He said he has been through a lot this week.

"It was a long week," Hamels said. "I don't think I'll have to experience that again."

Hamels said he was affected by "one of the more humid days I've ever had to pitch.

"It was one of the few games I've had to change my jersey twice," he said. "I'm hoping I don't have to do that ever again."

Hamels said the humidity affected his grip on the ball.

"I tried to force the issue over and over and over," he said. "Every pitch I could throw today was problematic."

The Braves weren't expecting six walks from Hamels.

"We got Cole on an off night," said Chipper Jones. "I don't know that I've ever seen him walk five or six guys in a game. Very uncharacteristic but we took advantage of it."

The loss ended Philadelphia's four-game winning streak and cost the Phillies a chance to move out of last place in the NL East.

Sheets did not allow a run while winning his first two starts in his comeback with Atlanta. That streak of 12 scoreless innings ended before he recorded an out against the Phillies.

Jimmy Rollins led off with a single and scored on Shane Victorino's double to the gap in right-center.

The Braves, helped by Hamels' control problems and a fielding error by third baseman Mike Fontenot, scored two unearned runs in the second. The inning could have been bigger, as Jones was picked off second base after his leadoff double.

Hamels walked Freddie Freeman, Dan Uggla and Paul Janish to load the bases with two outs. Sheets' grounder bounced under Fontenot's glove for an error, allowing Freeman to score. Michael Bourn's single to left field drove in Uggla, giving the Braves a 2-1 lead.

After Jason Heyward walked with one out in the fifth, Jones added his second double of the game. Hamels struck out Freeman before McCann's three-run homer, a high blast to center field, gave Atlanta a 5-1 lead.

John Mayberry Jr. dropped Bourn's fly ball in the left-field corner for a three-base error with two outs in the sixth. Martin Prado's single off Jeremy Horst pushed the lead to 6-1.

The Phillies loaded the bases against Jonny Venters in the seventh, but he struck out Ryan Howard to end the threat.

Q: Calls for substitutes threaten America?s most successful export, the greenback. Is the Floating Dollar Sunk?

In theory, floating exchange rates were supposed to allow economies to reduce trade deficits by letting the currency adjust. A weaker exchange rate would drive up the cost of imports and make exports more competitive, thus reducing deficits. Under fixed exchange rates, the economy would have to be constricted to eliminate imbalances, reducing imports and lowering prices to make exports more competitive. That?s a more painful process than the seemingly benign adjustment of the exchange rate to bring things into balance.

That?s what the textbooks said anyway. The reality has been more complicated.

It?s the flow of money that dominates the flow of goods, not the other way around. Governments, moreover, manipulate the quantity or the value of money to their ends, which is also outside the textbook model.

The rest of the world holds dollars as investments. Foreign central banks use dollars predominantly for their reserves. Dollar-based financial markets are the deepest and biggest in the world. In other words, the liabilities of the U.S. are the main assets of the rest of the world.

This has conferred on the U.S. something that King Midas couldn?t imagine. We can effectively print dollars and the rest of the world takes them. Imagine what you?d do with a money-printing press in your basement. You?d spend like crazy on stuff. Or you?d acquire real assets, such as houses.

Extend that notion globally. Since the rest of the world takes our paper money, we get to acquire their products or assets in exchange. As a result, America can spend more than it earns and save less than it invests. The difference is made up by foreigners accepting our dollars and lending them back to us.

The clearest example is China. Its massive trade surplus with the U.S. gives it boatloads of greenbacks. The textbook says that would make its currency, the yuan, rise, which would make Chinese exports dearer in world markets. That?s the last thing Beijing wants as it tries to keep the economy growing at 8% to provide jobs and maintain social stability.

So, China?s central bank accumulates billions and billions of dollars, which it invests in U.S. securities. Much of that money went into Fannie Mae and Freddie Mac securities, which in turn helped finance the U.S. housing boom. But the bulk of China?s dollars went into U.S. Treasury securities, which helps fund the budget deficit.

Americans should realize that the nation?s most successful export isn?t Coke or Boeing airliners or Microsoft software or even Hollywood films. It?s the dollar, which is accepted around the world as a store of value.

Under the current floating exchange-rate system, the U.S. wasn?t limited by the gold in Fort Knox as to how many dollars it could issue. It was limited only by the willingness of the rest of the world to accept greenbacks in payment for their goods and services.

But, for the first time since the early 1970s, America runs the risk of being constrained by international considerations. Nixon could get around them simply by abrogating the promise to maintain the dollar?s value in gold. Now, America?s main creditors could impose the discipline on the U.S. that gold couldn?t.

Iran begins stockpiling 3-month food supply

TEHRAN, Iran (AP) ? An Iranian news agency is reporting the country has begun to stockpile a three-month supply of foodstuffs for its population.

The Friday report by semi-official Mehr quotes deputy industry minister Hasan Radmard as saying the country has been buying wheat, cooking oil, sugar and rice for the food reserve.

Radmard said the decision came based on a decree by President Mahmoud Ahmadinejad in recent weeks. Part of the purchased foodstuffs has already been imported, he added.

Iran's trade with other countries has been hindered since the United States and the European Union imposed a banking and insurance embargo on Tehran over its disputed nuclear program.

The West suspects Iran is pursuing nuclear weapon, a charge Iran denies.

Boy hit by bird on NJ roller coaster

JACKSON, N.J. (AP) ? A boy is recovering after he was hit in the face by a bird while riding a roller coaster at an amusement park in New Jersey.

The collision occurred as the Kingda Ka coaster at Six Flags Great Adventure in Jackson was returning to the station Thursday.

Park spokeswoman Kristen Siebeneicher tells the Asbury Park Press (http://on.app.com/N1hV0G ) the boy was taken to a hospital for treatment of minor injuries to his face and neck. She says it's unclear what type of bird it was, but characterized it as small, and says its carcass is being handed over to the Ocean County Health Department.

The 45-story Kingda Ka coaster, which reaches speeds up to 128 mph, was shut down for 30 minutes.

(AP) ? It's an audiotape the New York Police Department hoped you would never hear.

A building superintendent at an apartment complex just off the Rutgers University campus called the New Brunswick Police 911 line in June 2009. He said his staff had been conducting a routine inspection and came across something suspicious.

"What's suspicious?" the dispatcher asked.

"Suspicious in the sense that the apartment has about ? has no furniture except two beds, has no clothing, has New York City Police Department radios."

"Really?" the dispatcher asked, her voice rising with surprise.

The caller, Salil Sheth, had stumbled upon one of the NYPD's biggest secrets: a safe house, a place where undercover officers working well outside the department's jurisdiction could lie low and coordinate surveillance. Since the Sept. 11, 2001, terror attacks, the NYPD, with training and guidance from the CIA, has monitored the activities of Muslims in New York and far beyond. Detectives infiltrated mosques, eavesdropped in cafes and kept tabs on Muslim student groups, including at Rutgers.

The NYPD kept files on innocent sermons, recorded the names of political organizers in police documents and built databases of where Muslims lived and shopped, even where they were likely to gather to watch sports. Out-of-state operations, like the one in New Brunswick, were one aspect of this larger intelligence-gathering effort. The Associated Press previously described the discovery of the NYPD inside the New Jersey apartment, but police now have released the tape of the 911 call and other materials after a legal fight.

"There's computer hardware, software, you know, just laying around," the caller continued. "There's pictures of terrorists. There's pictures of our neighboring building that they have."

"In New Brunswick?" the dispatcher asked, sounding as confused as the caller.

The AP requested a copy of the 911 tape last year. Under pressure from the NYPD, the New Brunswick Police Department refused. After the AP sued, the city this week turned over the tape and emails that described the NYPD's efforts to keep the recording a secret.

The call sent New Brunswick police and the FBI rushing to the apartment complex. Officers and agents were surprised at what they found. None had been told that the NYPD was in town.

At the NYPD, the bungled operation was an embarrassment. It made the department look amateurish and forced it to ask the FBI to return the department's materials.

The emails highlight the sometimes convoluted arguments the NYPD has used to justify its out-of-state activities, which have been criticized by New Jersey Gov. Chris Christie and some members of Congress. The NYPD has infiltrated and photographed Muslim businesses and mosques in New Jersey, monitored the Internet postings of Muslim college students across the Northeast and traveled as far away as New Orleans to infiltrate and build files on liberal advocacy groups.

In February, NYPD's deputy commissioner for legal matters, Andrew Schaffer, told reporters that detectives can operate outside New York because they aren't conducting official police duties.

"They're not acting as police officers in other jurisdictions," Schaffer said.

In trying to keep the 911 tape under wraps, however, the NYPD made no mention of the fact that its officers were not acting as police. In fact, Lt. Cmdr. William McGroarty and Assistant Chief Thomas Galati argued that releasing the recording would jeopardize investigations and endanger the people and buildings.

Further, the apartment, No. 1076, was rented by an undercover NYPD officer using a fake name that he was still using, New Brunswick attorneys told the AP.

"Such identification will place the safety of any officers identified, as well as the undercover operatives with whom they work, at risk," Galati wrote in a letter to New Brunswick.

The city deleted that name from the copy of the tape that it released.

Reached by phone Tuesday, McGroarty declined to discuss the New Brunswick operation. But the recording offers a glimpse inside the safe house: a small apartment with two computers, dozens of black plastic boxes and no furniture or clothes except one suit.

"And pictures of our neighboring buildings?" the dispatcher asked.

"Yes, the Matrix building," Sheth replied, referring to a local developer. "There's pictures of terrorists. There's literature on the Muslim religion."

New York authorities have encouraged people like Sheth to call 911. In its "Eight Signs of Terrorism," people are encouraged to call the police if they see evidence of surveillance, information gathering, suspicious activities or anything that looks out of place.

New York Mayor Michael Bloomberg has defended the police department's right to go anywhere in the country in search of terrorists without telling local police. And New Jersey Attorney General Jeffrey Chiesa has said he's seen no evidence that the NYPD's efforts violated his state's laws.

Muslim groups, however, have sued to shut down the NYPD programs. Civil rights lawyers have asked a federal judge to decide whether the spying violates federal rules that were set up to prevent a repeat of NYPD abuses of the 1950s, when police Red Squads spied on student groups and activists in search of communists.

Tea party cavalry rides into Texas to support Cruz

AUSTIN, Texas (AP) ? Tea party superstars from across the country are converging on Texas in hopes of helping grassroots darling and U.S. Senate hopeful Ted Cruz pull off an upset that had long seemed unthinkable against the mainstream Republican choice Lt. Gov. David Dewhurst.

Former Alaska Gov. Sarah Palin and South Carolina Sen. Jim DeMint are headlining a get-out-the-vote rally Friday night in suburban Houston. That will come a day after fellow tea party favorites, U.S. Sens. Rand Paul of Kentucky and Utah's Mike Lee, appear at a basketball arena in Dallas on Cruz's behalf. Paul and Lee will be joined by radio host Glenn Beck and former Texas Rep. Dick Armey, who's now chairman of the conservative organization FreedomWorks.

Cruz, who's Cuban-American and the former Texas solicitor general, is locked in a fierce battle with Dewhurst for the Republican nomination to replace retiring U.S. Sen. Kay Bailey Hutchison. Dewhurst has overseen the state Senate from the powerful lieutenant governor's post since 2003.

Dewhurst won the May 29 Texas primary by 10 percentage points but fell short of an outright majority in a nine-candidate GOP field. He and Cruz square off Tuesday in a runoff, with the winner seen as the overwhelming favorite to win November's general election.

While he has overseen decidedly conservative Legislatures, Dewhurst has also been unapologetic about occasionally compromising with Democratic lawmakers to ensure key legislation is passed. That has made him a tea party target.

In Dewhurst's corner is Gov. Rick Perry, a former GOP presidential candidate who remains popular with conservatives back home. Many Republican state lawmakers also support him, but it may not be enough to mobilize voters during the summer doldrums ? when Cruz supporters have promised to turn out in droves but many other Texans could be more worried about staying cool than casting ballots.

Cruz spokesman James Bernsen said he wouldn't characterize the back-to-back rallies as the tea party cavalry riding to Cruz's rescue since Palin had previously recorded a phone message to voters on Cruz's behalf. Paul also spoke at a May rally with Cruz in Austin, and FreedomWorks has spent months mobilizing Cruz volunteers.

"For a long time, people have been watching this race around the country and realizing this is the most important test for the tea party in America," Bernsen said. "This is ground zero for the debate between whether we're going to have a tea party candidate or an establishment, moderate candidate."

Some polls have given Cruz a slight advantage in the runoff due to his high favorability with those who identify as likely voters. He also has slightly outraised Dewhurst in recent weeks. Dewhurst, who owns an energy firm, has lent his campaign more than $10 million. But Cruz has gotten millions from DeMint's Senate Conservatives Fund, as well as the anti-tax Club for Growth based in Washington.

In an interview Wednesday as he traveled to a campaign stop in McAllen along the U.S.-Mexico border, Dewhurst said Cruz was "beholden to" outside groups that have given him so much money, adding, "That, to me, is of concern for Texans."

"I'm not at all surprised that Mr. Cruz has support from different people around the country. I've never gone to any of these people and asked them for their support," Dewhurst told The Associated Press. "I've been focused on Texans. My focus is Texas, not Washington and all of these people from other states that Mr. Cruz seems to want or need to come in and embrace him."

It's a contrast Dewhurst has tried to hammer home in recent weeks, flooding the airwaves with advertising. In a new television commercial dubbed "Texas vs. Washington" and unveiled Wednesday, the lieutenant governor touts his business experience and his overseeing of tax and spending cuts in the Texas Legislature ? while dismissing Cruz as a "lawyer trained in Washington."

In the interview, Dewhurst also fired back specifically at DeMint, Paul and Lee, as well as former Pennsylvania Sen. Rick Santorum, who has previously endorsed Cruz.

"These are senators from South Carolina, Pennsylvania, Utah and Kentucky. With all due respect, they are from states that don't have anywhere near the economy, state government and success that we have in Texas," he said. "And he's aligning himself with them over the work we've done here."
