Egyptian army takes over security ahead of vote
CAIRO (AP) ? The Egyptian military on Monday assumed joint responsibility with the police for security and protecting state institutions until the results of a Dec. 15 constitutional referendum are announced.
The army took up the task in line with a decree issued Sunday by President Mohammed Morsi. The Islamist leader on Monday also suspended a series of tax hikes announced the previous day on alcohol, cigarettes and other items.
The presidential edict orders the military and police to jointly maintain security in the run-up to Saturday's vote on the disputed charter, which was hurriedly approved last month by a panel dominated by the president's Islamist allies despite a boycott of the committee's liberal, secular and Christian members.
The decree also grants the military the right to arrest civilians, but presidential spokesman Yasser Ali said it was nowhere near a declaration of martial law.
"It is merely a measure to extend legal cover for the armed forces while they are used to maintain security," Ali told The Associated Press.
There were no signs of a beefed up military presence outside the presidential palace, the site of fierce street clashes last week, or elsewhere in the capital on Monday.
Still, Morsi's decision to lean on the military to safeguard the vote is widely seen as evidence of just how jittery the government is about the referendum on the draft constitution, which has been at the heart of days of dueling protests by the opposition and Morsi's Muslim Brotherhood backers. The two sides clashed in Cairo last week, leaving at least six people dead and hundreds wounded in the worst violence of the crisis.
Both the opposition and Morsi's supporters have called for mass rallies on Tuesday.
The opposition has rejected the referendum, but has yet to call for a boycott or instead a "no" vote at the polls.
"A decision on whether we call for a boycott of the referendum or campaign for a 'no' vote remains under discussion," Hossam Moanis, a spokesman for the National Salvation Front grouping opposition parties and groups told the AP on Monday. "For now, we reject the referendum as part of our rejection of the draft constitution."
The military last week sent out several tanks and armored vehicles in the vicinity of the presidential palace in Cairo following protests there by tens of thousands of Morsi's critics. It was the first high-profile deployment by the military since it handed power in June to Morsi, Egypt's first freely elected president.
Morsi on Saturday rescinded decrees issued Nov. 22 granting him near absolute powers and placing him above any oversight, including by the courts. He has, however, insisted that the referendum will go ahead on schedule.
Judges have gone on strike to protest Morsi's perceived "assault" on the judiciary and have said they would not oversee the Dec. 15 vote as is customary for judges in Egypt. Judges of the nation's administrative courts announced Monday they were conditionally lifting their boycott of the vote, but they said their supervision of the process was conditional on bringing an end to the siege of the Supreme Constitutional Court by Morsi's supporters.
In exchange for their supervision, they also demanded assurances that authorities would crack down on vote canvassing outside polling stations and offer life insurance policies to the judges.
Morsi's deputy, Mahmoud Mekki, has said the vote could be staggered over several days if there were not enough judges to oversee the referendum.
The court was widely expected to dissolve the panel that drafted the constitution in a session scheduled for Dec. 2. The siege of the Nile-side building in Cairo's Maadi district began Dec. 1.
In a surprise move, Morsi on Monday rescinded a series of decrees issued the previous day to raise taxes on a wide range of items and services, including alcohol, cigarettes, mobile phones, services offered by hotels and bank loans.
The state-owned daily Al-Ahram said the Sunday decrees to raise taxes were issued by Morsi. On Monday, the official MENA news agency carried a statement from Morsi's office saying the president has decided to "suspend" the tax increases.
"The president does accept that citizens shoulder any additional burdens except by choice," the statement said. Morsi, it added, has ordered a public debate on the increases to gauge popular reaction.
"The people will always have the loudest voice and final decision," it added.
It was not immediately clear why Morsi changed his mind about the tax hikes in a matter of hours, but the about-face appeared to have more to do with inexperience rather than a bid by the president to appear sympathetic with the majority of Egyptians who struggle daily to make end meet as the economy's woes deepen. A popular backlash against tax hikes could hurt the chances of the Morsi-backed draft constitution being ratified in the referendum.
Egypt and the IMF last month have reached an initial agreement for a $4.8 billion loan to revive the country's ailing economy. The deal, agreed after nearly three weeks of negotiations in Cairo, will support the government's economic program for 22 months, the IMF said in a statement.
Egyptian authorities said at the time that it intended to raise revenues through tax reform, using the resources generated from new taxes to boost social spending and investment in new infrastructure.

The Coverage communications officer is a professional staff member responsible for creating, developing, implementing and managing communications for and about the Foundation?s initiatives to increase the number of Americans with stable, affordable health coverage.? His/her primary responsibilities include: 1) working with the program team director, team members and executive staff to design and implement communications strategies that promote this goal; 2) contributing? to successful foundation-wide communications efforts; 3) initiating and managing ?contracts and other relationships with communications vendors on behalf of the Foundation and its grantees; and 4) helping generate Foundation impact by creating, managing and monitoring communications-related grant deliverables, including dissemination of information about Foundation objectives and outcomes to policymakers, media and other key constituents.

Essential Duties:
Enterprise-level Responsibilities
- Keeps the Foundation?s editorial calendar updated with team-specific releases.
- Collaborates with colleagues to time releases and announcements to that team releases are coordinated and do not collide with one another.
- Provides communications support to members of senior management in preparation for public appearances; recommends and prepares support materials for meetings and media outreach opportunities.
- Participates in conferences, seminars and other professional development activities to maintain and enhance communications-specific and program field expertise and professional status.
- Ensures that RWJF branding standards are applied appropriately across grantee products and releases.
- Represents the Foundation publicly regarding program communications and grantmaking results.
- Contributes to and participate in the internal Foundation groups and teams and carries out other Communications unit and Foundation-wide responsibilities assigned by executive staff.
- Serves as a contact person for the news media.
- Manages content for the coverage section of rwjf.org and collaborates with communications staff to bring together content from multiple teams to provide information on broad topics of interest to key audiences.
- Writes and edits (and supervises outside consultants and grantees who write and edit) content for the Web, news releases and research summaries.
- Works with department colleagues to coordinate key messages, so that individual team messages support larger Foundation objectives.

Team Responsibilities
- Develops communications goals that are aligned with the Foundation?s strategic goals of increasing the number of Americans with health insurance coverage.
- Provides strategic communications guidance to program teams on overall team directions and plans.

Grantmaking and Contracting Processes
- Executes communications objectives by recruiting and managing consultants and vendors, and by negotiating with grantee staff to ensure that communications objectives are met.
- Screens and assesses prospective communications proposals, works with applicants/vendors to refine plans and project budgets, drafts preliminary summaries of the project (precis) and develops recommendations for program teams and/or senior communications staff, Foundation management and Board approval.
- Understands, implements and follows RWJF grantmaking and contracting processes and policies.
- Analyzes and evaluates all aspects of?team-wide and project-specific communications proposals including?strength of the activity,?value for dollars requested and?the organization?s health and stability.? In supporting recommendations and in monitoring financial status, communication officer works in collaboration with?Communications grants administrators and?other program and financial personnel in the Foundation.
Experience and Qualifications:
- Completion of an advanced degree (e.g. MA, MPH, MJ, JD, MBA) and 3-5 years of relevant experience.? A combination of education and experience may be substituted for the education requirements.
- Familiarity with health reform, health coverage and health policy.

Before the?election,?Mitt Romney's staff prepared a transition website, in case the?former Republican nominee was elected president of the United States. And even though Romney didn't win the election, the site saw the light of day ??for a few moments anyway.
Taegan Goddard, author and former policy advisor, caught the slip up and captured screenshots of the now removed pages. He posted them on his blog, Political Wire.
"I'm excited about our prospects as a nation," a quote, attributed to Romney, declared on the site's main page. "My priority is putting people back to work in America."?There were details for prospective applicants, who wanted a position with the administration, as well as a rundown of the inauguration?process.
Some are jumping to make jokes about the fact that Romney's staff had this transition website ready, but let's be realistic: This kind of preparation is far from unusual. Accidentally making the site live, even for a few minutes, though?? that's the mistake.

Why Do People With Advanced Cancer Undergo Chemotherapy ...
?Self-deception is a valuable personal coping tool. It allows us to aspire to significance, strive for new knowledge, and yearn to make a lasting contribution to the world despite the certainty of our inevitable end.?
Interesting words, and printed in an interesting place. No, they were not spoken by a post-election apolitical pundit. They are the opening lines to an editorial in the October 25 issue of the New England Journal of Medicine, entitled ?Talking with Patients about Dying.? The editorial, by Thomas J. Smith, MD< and Dan L. Longo, MD, accompanies a newly published study, "Patients' Expectations about Effects of Chemotherapy for Advanced Cancer," revealing that a surprisingly high percentage of late-stage colon and lung cancer patients who think chemotherapy could be curative.
The study, by Jane Weeks, of the Dana-Farber Cancer Institute, and colleagues (the senior author is Deborah Schrag, also of DFCI), used data from the Cancer Care Outcomes Research and Surveillance (CanCORS) study. In the CanCORS study, about 10,000 cancer patients from five geographic regions diagnosed with lung or colorectal cancer were surveyed on various matters pertaining to their care in order to assess the quality of cancer care and health outcomes in the United States.
Weeks and colleagues honed in on 1,193 participants in the CanCORS study, all of whom had stage IV ? metastatic; terminal ? disease. All of these patients had chosen to receive chemotherapy treatment. Through a survey, the questions were asked about what they believed chemotherapy could accomplish. What was the likelihood that chemotherapy could cure their disease? What was the likelihood that chemotherapy could extend their lives? Alongside these questions, patients were asked whether they?d discussed the benefits of chemotherapy with their physicians.
In response to the question, ?After talking with your doctor about chemotherapy, how likely did you think it was that chemotherapy would ? help you live longer, cure your cancer, or help you with problems you were having because of your cancer?? Within the confines of the survey, patients could respond ?very likely,? ?somewhat likely,? ?a little likely,? ?not at all likely,? or ?don?t know.?
Patients were asked to assess how carefully and how often their doctors explained their disease, the treatment options, the prognosis, and answered any questions patients had. The cohort was also asked to assess their role in choosing what treatment to pursue: how much was it their choice, and how much had their family members (or physician) weighed in?
And here is what the survey showed:
?Overall, 69% of patients with lung cancer and 81% of those with colorectal cancer gave answers that were not consistent with understanding that chemotherapy was very unlikely to cure their cancer,? the authors write.
More than 20 percent of patients with lung cancer (N=710) and more than 30 percent of patients with colorectal cancer (N=483) responded that they thought chemotherapy was ?very likely? to cure their cancer. A nearly equal proportion responded ?somewhat likely.? Plenty of patients did also respond that chemotherapy was ?not at all likely? to cure their disease (more than 30 percent and more than 20 percent, respectively).
About 50 percent of lung cancer patients and nearly 70 percent of colorectal cancer patients said that chemotherapy was ?very likely? to extend their lives. Fewer than 10 percent from each group responded that chemotherapy was ?not at all likely? to offer life extension.
And, more than 30 percent and nearly 50 percent from each group, respectively, said that chemotherapy was ?very likely? to relieve symptoms of advanced cancer.
The authors have a lot to say on the matter. Such as:
?Chemotherapy may offer palliation and some prolongation of life, so it represents a reasonable choice for some patients. However, an argument can be made that patients without a sustained understanding that chemotherapy cannot cure their cancer have not met the standard for true ongoing informed consent to their treatment.?
In other words, if a patient is under the impression that chemotherapy might cure advanced cancer, then is offering chemotherapy to that patient ethical, under the principles of informed consent? Such thinking reflects a lack of accurate information, so consenting to treatment could only be seen as uninformed.
Maybe. The survey also raises questions about how well physicians are doing at having the most difficult of conversations. As Smith and Longo write in their accompanying editorial:
?Truthful conversations that acknowledge death help patients understand their curability, are welcomed by patients, and do not squash hope or cause depression. We need help breaking bad news. This is not one hard conversations for which we can muster our courage but a series of conversations over time from the first existential threat to life.?
Interestingly, patients who were treated in integrative networks were a bit more likely to accurately understand what chemotherapy could offer compared to those treated outside of an integrative network, a result that, the authors suggest, might indicate that providers ?may be able to improve patients? understanding if they feel it is part of their professional role.?
Clearly patients themselves are also responsible for understanding the reality of the treatment they are seeking. The authors raise an intriguing point about ?collusion? between patients and physicians, where the discussion moves too quickly from the facts of the prognosis to the potential treatment options, a phenomenon reported in this study from 12 years ago exploring the reasons behind false optimism about recovery among cancer patients.
The editorial also highlights the stubborn clinging to an inaccurate belief about chemotherapy. ?When patients are given their actual prognosis, one third or more will not admit that treatment will not cure them,? Smith and Longo write, citing two studies on the matter (this one [on which Smith is first author] and this one).
As Weeks and colleagues note, the primary concern with inaccurate expectations about chemotherapy for late-stage cancer is that they can get in the way of dying well. End-of-life planning takes time and thorough, honest conversations. If someone is holding onto hope of a cure, such conversations are far more difficult if not impossible.
The editorial also mentions cost issues. About one quarter of all Medicare spending is done in the last year of life, a percentage that is the same as it was 20 years ago. ?Costs reflect care for multiple severe illnesses typically present near death,? the authors of the Health Affairs report noting this percentage wrote. What?s more, say Smith and Longo, ?Chemotherapy near the end of life is still common, [and] does not improve survival?? This isn?t to say that all of that last-year-of-life Medicare spending is on chemotherapy, but that cost is definitely a significant contributor.
Weeks et al note some weaknesses of their study. The survey was done several months after diagnosis, so patients who died shortly thereafter were not included. And, the survey was done on a single occasion, so any shifts in belief over time were not documented. Also, patients may have been biased toward optimism by the simple presence of an empathetic interviewer. Finally, the survey was not set up to probe into the underlying psychologies that may have impacted or guided patients? beliefs about their treatment.
The authors make an interesting point at the end of the publication. ??we need to recognize that oncologists who communicate honestly with their patients, a marker of a high quality of care, may be at risk for lower patient ratings.?

ScienceDaily (Nov. 6, 2012) ? After Hurricane Sandy's flood waters have receded and homes demolished by the storm repaired, the unseen aftershocks of the storm may linger for many children who were in the storm's path, particularly those whose families suffered significant losses.
"The lasting emotional impact of a storm like this can be more devastating than the physical damage the storm caused," says psychologist Esther Deblinger, PhD, the co-director of the Child Abuse Research, Education and Service (CARES) Institute at the University of Medicine and Dentistry of New Jersey-School of Osteopathic Medicine. ? Minimizing the viewing of television coverage about the storm as the news can provoke anxiety in young people.
? Encouraging optimism about managing the aftermath of the storm and preparing for the future.
? Remembering that, because they are their children's most important role models, it is important for parents and caregivers to take care of themselves and engage in healthy coping strategies.
? Reaching out for professional help if the trauma stress symptoms exhibited by their children do not subside over time on their own.
"While most children are resilient and will bounce back from the experience, others are going to need help to recover and feel safe again," Dr. Deblinger says. "In the aftermath of Hurricane Katrina, we saw that the children who were most vulnerable to developing anxiety, and even PTSD or depression, had either experienced other significant trauma or emotional difficulties in their past, or had parents who were having difficulty coping with the effects of the storm."
Dr. Deblinger says her recommendation that parents and guardians seek professional help for children whose symptoms do not subside is especially important. "Decades of research have shown that some children, particularly those who have experienced multiple trauma(s), don't eventually 'get over' or 'outgrow' their experiences," she notes. "Left to recover on their own, some children and adolescents may turn to alcohol, drugs and/or other ineffective ways of coping with the distressing feelings and debilitating symptoms associated with PTSD."
In 2005, Dr. Deblinger made several trips to the Gulf region to help children recover from the effects of Hurricane Katrina and to train other therapists in the use of Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), a treatment model that she developed with Drs. Judith Cohen and Anthony Mannarino. TF-CBT has been used worldwide to help children overcome stress disorders caused by a variety of traumas, including the earthquake and tsunami that struck Japan in 2011.

LYNCHBURG, Va. (AP) ? President Barack Obama and Republican Mitt Romney made their last stands of the 2012 campaign Monday, employing their last vestiges of energy, celebrity boosters and plenty of jet fuel to encourage every supporter and the few remaining undecideds to tip the vote in their favor.
National polls of the eve of Election Day showed a neck-and-neck race. But the winner will be determined by which man gets 270 electoral votes, and Obama had more paths to get there.
The incumbent and the challenger, both fighting weariness and speaking in voices that have turned hoarse, closed by arguing they could do more to lead the country out of the tough economic times that dominated Obama's term. "This nation is going to begin to change for the better tomorrow," Romney said.
"Our work is not yet done," Obama told nearly 20,000 people who filled the street in front of the Wisconsin capital building.
Both men campaigned in states they need to win. Romney was in Florida, Virginia, and New Hampshire, while Obama was trying to protect Wisconsin from a late-breaking GOP challenge before heading to Iowa.
And in an indication of just how all-important Ohio was once again to the future occupancy of the White House, both candidates planned to be on the ground in Columbus in the evening for dueling rallies several hours and seven miles apart. The state has gone for the winner in every presidential election since 1964.
Republican campaign officials said Romney was considering a possible return to Ohio on Tuesday. Without the state, he has to win nearly every other battleground state to defeat Obama.
Both candidates were also hoping to benefit from some star power. Romney planned a final rally in the day's final hour in New Hampshire with Kid Rock while country rock performers The Marshall Tucker Band was joining him in Columbus. Obama had actors Samuel L. Jackson and Chris Rock doing urban radio interviews, "Mad Men" star Jon Hamm making calls in Colorado, rapper Jay-Z joining him in Columbus and rock legend Bruce Springsteen as his traveling warm-up act.
"He promised me a ride on Air Force One," Springsteen said, strumming his guitar as he made a political pitch between songs.
The rivals planned to appeal to pro football fans in the eleventh hour, taping interviews with ESPN's Chris Berman that will air during halftime of the Monday Night Football game between the Philadelphia Eagles and the New Orleans Saints.
Both candidates predicted the winner will be determined by which of their operations can get the most supporters to the polls. "This is going to be a turnout election," the president declared in an interview broadcast early Monday as he pleaded with urban radio listeners to get to the polls.
On the edge of an airport runway in Lynchburg, Va., Romney called on his supporters to "make sure we get everyone we know out to vote on Election Day." ''Every single vote," he said, speaking within view of Liberty University and after its chancellor Jerry Falwell Jr. rallied the conservative faithful in the crowd.
Obama raised the possibility of defeat as he pleaded with listeners of The Rickey Smiley Morning Show to get to the polls. "If we don't turn out the vote, we could lose a lot of the gains we've already made," Obama said.
It was one of two of the president's radio interviews airing Monday aimed at turning out minority voters, the other with a Spanish-language station in Ohio. The president is relying on black and Hispanic voters to help offset Romney's lead with white men in particular, but the risk for him is that some of those key supporters aren't as motivated to vote as they were in 2008.
"Four years ago, we had incredible turnout and I know people were excited and energized about the prospect of making history," Obama said. "We have to preserve the gains we've made and keep moving forward."
A final national NBC/Wall Street Journal Poll showed Obama getting the support of 48 percent of likely voters, with Romney receiving 47 percent. A Washington Post-ABC News tracking poll had Obama at 49 and Romney at 48. A Pew Research Center poll released Sunday showed Obama with a 3-point-point edge over Romney, 48 percent to 45 percent among likely voters.
Obama dispatched former President Bill Clinton to Pennsylvania on Monday to keep the state in his column. First lady Michelle Obama went south to North Carolina and Florida. Vice President Joe Biden made a final reach in Virginia, while Romney running mate Paul Ryan was covering the most ground, flying to Nevada, Colorado, Iowa, Virginia and Wisconsin.
Meanwhile, about 30 million people have already voted in 34 states and the District of Columbia, either by mail or in person, although no ballots will be counted until Election Day, Tuesday. More than 4 million of the ballots were cast in Florida, where Democrats filed a lawsuit demanding an extension of available time. A judge granted their request in one county where an early voting site was shut down for several hours Saturday because of a bomb scare.

Microsoft Surface RT gesture and keyboard shortcut guide
I wrote about my 64GB Microsoft Surface RT preorder last month and have been using it for the past couple of weeks. Windows RT does not have an intuitive UI and I have been struggling at times to get things done. I'm still debating about whether I am going to keep it or not, but wanted to help readers who have it with a guide covering some helpful gestures and keyboard shortcuts.
Windows RT gestures
Using the Microsoft Surface RT reminds me a bit of using webOS and MeeGo with a UI that uses different swipes in from outside the display. I either discovered these through discussions with other users or by trial and error. Start the swipes from the black bezel and move onto the display to see these responses:
- On Start screen, tap and drag a Live Tile: You can move the Live Tile around the Start screen and place it where you desire without having to tap and hold on it.
- On Start screen, tap and hold on Live Tile, drag down: Options will appear at the bottom of the screen to unpin from Start, uninstall the application, make the Tile bigger or smaller, and turn Live Tile off or on. You can also view all apps from this menu.
- On Start screen, swipe from bottom up or top down: All apps button appears so you can view all apps you have installed since not all are pinned to the Start screen. Another swipe up and tap on the icon takes you back to the Metro Start screen. You can also just tap the Start icon located at the center bottom of the display to go to the Metro Start screen.
- On Start screen, pinch to create groups of tiles: Touch the Start screen with two or more fingers and then pinch them together. A zoomed out Start screen will appear, you can now tap, hold, and drag down on groups of tiles and name them. This name will appear on the regular Start screen and is a nice way to have an entertainment group, news group, gaming group, etc.
- Within an app, swipe from left to right on left side and hold your finger on app thumbnail that you "grab": You can now drag this thumbnail to the right or left side of an open app and split the screen to view two apps at once.
- Within an app, swipe from bottom up or top: Applications support different menu items if you swipe from the top or bottom onto the display. Some examples include changing views in the calendar, changing status of emails, viewing IE tabs, creating new notes, and more.
- Always available, wipe from right to left on right side of screen: You will see the "Charms" appear on the right side and the clock appear over on the left. The Charms are designated Search, Share, Start, Devices, and Settings. Don't forget there are Charms icons on the keyboard too.
- Always available, swipe from left to right on left side of screen: This will switch to another open and running application.
- Always available, swipe from left to right, and then back quickly right to left without lifting your finger on the left side of the screen: This slides out a row of most recently used applications, which looks very similar to the task switcher we see in the later versions of the Android OS.
Once you learn that there are gestures like this available, they become quite useful. A problem is that some apps don't use the up and down swipes so there is a lot of discovery that you have to make to figure out how to fully use your Surface RT. This isn't necessarily a bad thing, but does offer up a bit of an inconsistent user experience.
Windows RT keyboard and mouse shortcuts
IMHO, a Windows Surface RT tablet is basically useless without a keyboard so I do not recommend anyone purchase one without a keyboard as you will end up being very frustrated without one. As you can see on the keyboard itself, there is a row above the number row for things such as volume control, play/pause media, search, share, devices, settings, home, end, page up, and page down. There are arrows keys and also a very functional trackpad with left and right mouse button sections. Here are several more keyboard and mouse shortcuts:
- Start+B: Back to Desktop
- Start+C: Open charms
- Start+D: Go to the Desktop
- Start+E: Go to File Explorer on Desktop

- On Start screen, with the mouse active click the - button in far right bottom corner: This will zoom out the Start screen so you can create group names for apps on the Start screen.
- On Start screen, right click on an app: You will see the options found with a tap, hold, and drag down by your finger using this quick right click.
- On Start screen, move mouse to upper left corner to see last used app:?Move the mouse down the left edge to see the most recently used app list.
As you can see the keyboard is extremely useful and functional on the Microsoft Surface RT device and there are likely even more things than I wrote about here. I was pleasantly surprised by how functional the trackpad and mouse buttons are as well.
Microsoft put a lot of work into the Surface and Windows 8 and it shows by all of the functionality contained in this Surface RT. There are also many things that are not that intuitive so take the time and learn these shortcuts and gestures to more efficiently use your Windows RT device. Based on a new analysis released by Baum & Associates, Baum and Tonachel deflated the recent attacks in news media stories on green cars by citing the following facts:
Model year 2012 fuel efficiency for new vehicles hit an all-time high. The sales-weighted average fuel economy of new passenger vehicles for model year 2012 was 23.6 MPG, up more than 1 MPG from the previous record high of 22.5 MPG set in 2011. This was the single biggest one-year increase in MPG in the past five years. Calendar year-to-date 2012 fuel efficiency is even higher: an average of 23.8 MPG through September. Higher average fuel efficiency for model year 2012 is a good thing for the American auto industry, rather than a reflection of falling sales. Auto sales for the 2012 model year reached 14.1 million units, an increase of more than 10 percent (1.7 million) from the previous model year. In the recent past, major increases in fleet fuel efficiency were generally marked by rapid decreases in vehicle sales. For example, the three-year period from 1980 to 1982 saw increases of 3.3, 1.3 and 0.6 MPG respectively, but vehicle sales declined by 2.5 million, 750,000, and 820,000, respectively. Similarly, over the two-year period from 2007 to 2009, fleet fuel efficiency jumped 1.8 MPG, but annual vehicle sales dropped by over 5.7 million. The uncoupling of rising average MPG and falling auto sales in model year 2012 was due in large part to much wider availability of vehicles with higher fuel economy.
The number of high-MPG vehicles available to consumers is rising rapidly. Popular vehicle nameplates with improved efficiency more than doubled from model year 2009 (28) to model year 2013 (61). Fewer than a third (17) of the model year 2013 vehicles with higher MPG are compacts or subcompacts, contrary to the assumption made by many that the only high MPG cars are "small cars."
Hybrids and plug-in electric car sales are on track to top half a million units for the first time in a calendar year (2012) and a model year (2013). This strong performance directly debunks the linked (and equally mistaken) notions that (1) consumers don't want higher MPG vehicles and (2) there is no demand for the high-end technology that powers the highest MPG-vehicles.
Alan L. Baum, principal, Baum & Associates, said: "The just-ended 2012 model year has resulted in a record high in fuel efficiency for new vehicles. These results indicate that, contrary to some news accounts, consumers are voting with their pocketbooks and going beyond their intent to buy high MPG vehicles to making actual purchases. Furthermore, they don't need to make compromises given the choices that are being offered. In reality, this was a banner year for the greenest cars and 2013 is shaping up to be even brighter. Plug-in electric vehicle sales are still a small niche but the number of new product offerings coming and the growing availability of these vehicles suggest that growth will continue."
Luke Tonachel, senior vehicles analyst, Natural Resources Defense Council, said: "Those in news media stories who seek to obscure the fact that 2012 is 'The Year of the Green Car' are ignoring what the facts show about consumer demand for high MPG vehicles, the transformative impact of the 54.5 MPG federal fuel efficiency standards, and the major strides made by automakers to embrace and develop MPG-boosting technology advances. Those, according to press reports, who bash green cars fail to recognize that the U.S. auto marketplace has been remade in the last few years and that the old days of gas-guzzling, low MPG vehicles are, thankfully, a thing of the increasingly distant past."

INDIANAPOLIS - Andrew Luck and Ryan Tannehill put on a memorable show for Chuck Pagano on Sunday.
The rookie quarterbacks traded jab for jab, hook for hook and TD pass for TD pass. When the duel finally ended, it was Luck who had the records - and another win for his ailing coach.
Luck threw for 433 yards and two TD passes, breaking Cam Newton's single-game passing record (422 yards) for a rookie as he led the Colts to a 23-20 victory over Miami.
The matchup was everything people expected from the two first-round draft picks, who had gotten their teams off to surprising starts.
And this one will go down as yet another memorable chapter in Indy's bittersweet season.
Pagano, the Colts coach who had been watching the games on television since Sept. 26 after being diagnosed with a form of leukemia, walked into the coaches' box about 5 minutes before kickoff and after speaking to the team.Luck took the cue, throwing for 273 yards in the first half - the fourth highest first-half total in franchise history - and it didn't take much longer for the No. 1 overall draft pick to join Peyton Manning as the only players in league history with four 300-yard games in their rookie seasons.
Luck finished 30 of 48 and made big play after big play for the Colts (5-3), who have won three straight and are 4-1 at home.
Tannehill was just as impressive despite not being 100 percent. He was questionable all week with left knee and thigh injuries, was limited in practice and wasn't picked as the starter until about 90 minutes before kickoff. He wound up going 22 of 38 for 290 yards with one touchdown.
But it wasn't quite enough to prevent Miami (4-4) from losing for the first time in four games.
The difference: Luck made bigger plays.
He continually escaped pressure, hooked up on long throws, converted third downs and made two uncanny TD passes - a 9-yard throw to Reggie Wayne, who made a beautiful toe-tap in the back of the end zone in the first quarter and a 36-yard scoring pass into double coverage that rookie T.Y. Hilton hauled in with a terrific leaping catch to give Indy a 20-17 lead late in the third quarter.
Miami tied the score at 20 when Dan Carpenter made a 31-yard field goal with 13:12 to go, but Luck led the Colts on a 13-play, 69-yard drive to set up Adam Vinatieri for the decisive 43-yard field goal with 6:03 to go.
The Dolphins got the ball back two more times, but never got into scoring position and Luck ran out the clock.
